The thing about the melee classes is that they don't actually need threat reduction, really. In most situations, the people who get the buffs to damage are the spellcasters. Hodir: Two out of three of the buffs are spellcasting ones. Vezax: Shadow crashes only go into ranged territory ... etc.
Does bubble not count? I guess it works like Iceblock. They do have Hand of Salvation, though -- that's not too bad.
I don't know how Elemental shamans cope. I'll ask my GM. I admit that's the one class I'm amazed doesn't pull aggro like a fiend. EDIT: Wind Shear isn't on the GCD, so it can be macro'd into all their spells, I guess? Still a massive mana drain over the course of a long fight. EDIT2: Hurr durr. It's on the Shock CD. Soo ... I have no idea. :( EDIT 3: It *doesn't* share CD with the other shocks. So my original theory is probably right.
We don't have it too bad, but SA is definitely necessary on fights where we start generating silly amounts of threat and the tank doesn't.
And, yeah, I know. I had the other thread locked because the guy had had his question answered and I didn't want the bickering to be perpetuated by anyone -- either current participants or future white knights. We all go off the wall sometimes, dude. It's fine. At least you're man enough to admit that you weren't acting like yourself <3

Since it is a debuff on the target that increases hit by 3%, that technically means that we're 3% UNDER HIT capped for our first hit every time, huh? Ha what a shame.

Assuming you are at the correct hit cap for shadow, yes. But what do you prefer - lose about 1 spell in a very very random battle, to be able to power all your spells (gemming for 3%hit instead of pure SP, imagine) the whole rest of the fight... you see my point.
RNG is usually very bad, but you shouldn't find many places where it is absolutely crucial to have all your spells hit for the first 5s of the battçe, and you can easily have a spare piece in your inventroy to provide that hit. (I personally only remember one encounter where a miss may cost your life. The arena battle in Trial of the Crusader.)

Noteworthy gear
Look out for the
Titan-forged items
and the
Focus Staves
when trying to get your hit rating up to the required level. Regarding non-set PvP epics, use whatever you feel will benefit you.
Haste
is quite nice if you don't want to rely too much on the RNG-heavy
Crit
. There is also
Hit
to push up that rating
Val, Focus staves are only available in the Relentless version. Blizzard is removing weapons as seasons progress. Savage was never in game, neither was hateful, deadly was removed in s6 and furious is now removed.

You're waaaay over hit cap, which means you've hobbled yourself. Get rid of the +16 spirit gems. Enchant your cloak properly. Level some professions for the valuable raiding benefits they provide.
And it looks like you did 10-man. The
guide
suggests 25, and explicitly states you need full raid buffs (elesham, moonkin, etc), which you're much less likely to have in a 10-man setting. And use potions. (Hint: not mana potions.)

Most of the hit is from gear. I still need to replace the hit gems, but even then I'll still be over hit cap.
The blue gems are strictly to allow the use of CSD meta gem. Otherwise they would all be red gemmed.
If you need to fill that Blue Gem requirement for CSD, use
Purified Dreadstone
. The spirit does something at least marginal for you.

I'm looking at building a Shadow off-spec. So far I'm doing alright, but I recently read a pretty good argument here for improved spirit tap being lackluster, and spirit tap itself seems pretty useless in a raid environment where you can't guarantee you'll be dealing the killing blow. That freed up some points, which I'm thinking of spreading around like this:

In case you're wondering, the improved PW:S is for the occasional PVP (WG, etc.). I'm not married to it though, and I could easily drop those points elsewhere, if you have better ideas.

It's somewhat workable. I would definitely advise picking up Improved Shadowform -- for both PvP and PvE it is a key talent. I would also recommend that you take Veiled Shadows, since the 40% reduction in cooldown of Shadowfiend is invaluable. Mental Agility looks nice on paper but it only actually affects two of your spells: SW: P, which you only cast once per fight, and Devouring Plague.

I skipped improved shadowform (which my current spec actually has) because I'm not sure how much I'm using reduced pushback in PVE. My current spec actually looks like

Put three in meditation, immediately! I'm amazed if you're not having mana problems in PvE with 0/3 meditation!
Spell pushback is a problem always in PvE. getting pushed back by even 0.1 seconds means you lose a whole tick of Mind Flay. Combined with a Paladin's Concentration Aura, though, the 70% pushback reduction from Shadowform will be increased to 100%. It is a DPS increase, I promise!

Paladins complain about retribution DPS. Shadow Priests with the same gear have lower dps usually.
I'm fairly certain that if a Shadow Priest were using the same gear as a Ret Pally, that Spriest would have pretty poor DPS. Unless the Pally was using all Spell power gear... Wouldn't that be a sight?

Make sure you don't have other players attacking the same dummy as you. it can really taint your numbers if they have damage buffs that go on the target like a warlock, boomkin or mage, among other classes.
