In short, yes it makes a huge difference in gear. For one thing, Resilience is not a factor in PVE, but it's one of the biggest things that's going to save your ass in PVP from the massive burst damage your opponent is going to launch on you.
As for not dual-wielding...you must've been watching some pre-TBC videos, it's not as good as it used to be anymore. Basically, it's EXTREMELY unreliable burst damage if you have WF Enchant on it. When it hits, it hits like a Mack Truck, but ONLY if your opponent doesn't stack Resil to the mountains (which is only likely if you're facing another beginner in PVP). Not to mention you lose the utility of two separate Enchants and take Lava Lash right off the table for damage.
My advice? Get yourself a Leatherworker to craft up some of the Swiftarrow gear, and just start grinding BGs and WG to get Honor to buy Deadly gear to replace that. As for the weapons themselves...well, just rely on the same factors as you would in PVE: slow (2.5 sec)+ weapons in each hand.

Resilience is a huge part of PvP. It's worth less for PvE but if your bring a piece into PvE then think of the stats your giving up for that.... more crit/haste.
Same with Pvp... if your have raiding gear on, then your hit bigger and harder but it's at a cost, that's the resilience... very valuable for Pvp. Stack stamina when you can... lots of stamina.
Slow/slow for weapons, you will have less time to hit, so when you do hit, you want to hit as hard as you can. When raiding you will be hitting for a while so you can build up your flurry and other dps builders, but for PvP you really want to hit as hard as possible right from the start.
