These are both arcane talents, so just read the tooltips.
As far as your question about frostfire bolt, yes.. that's why that spec is as strong as it is, cause it benefits from the frost tree and the fire tree..
sorry if i'm sounding like a *!@#$%.. it's late here and i'm tired. :)
edit: i should add in that for TTW, all tanking classes have abilities that slow mobs, so it will have 100% uptime.

If I remember correctly Torment didn't originally work off combat slows... you had to be FFb to do any actual damage. D=
But yeah. It's good now, and if your tank doesn't have any of the aforementioned talents then you should beat him.

that's correct.. actually, it used to only be on snared targets back around patch 3.0/Xpac release. (In other words, entangling roots, frost nova, etc). They changed the wording to make it encompass combat slows, as nickseng said.
also.. yes.. if your tank doesn't have any of those talents, he needs to respec.. there is nothing but good that comes from a slower melee speed. although, now that i think about it, just HAVING a DK in the raid at all will guarantee the boss being slowed, cause they ALL use icy touch.
