I had 22k HP when I started tanking heroics in December.
You have spell power enchanted on your gloves and haste on your cloak. I don't really care that you have stuff unenchanted, but that stuff is enchanted wrongly.
You should buy the blue quality armor patch for legs.

it's kind of a lot of stats for not much money.

You're fine for heroics. Just make sure to keep Sacred Shield up on difficult pulls, use HoJ + CC liberally, and don't feel the need to AoE tank everything.

In Herocis and Raids as a Tank should i use my own SS or let the Holy Pally do it?
i've seen some say they keep it up on tank
seen some tanks say keep it up on theirselves.
both

It uses spell power, so if the tank doesn't have the improved Sacred Shield, the Holy Paladin's will usually be stronger. If you do have the improved version, cast it on yourself.
The +20% should catch you up in strength of the shield, but even if it doesn't, each proc of the shield lasts up to 12 seconds, but can trigger every 6 seconds. This means that if you get hit once to trigger the proc, and then don't get hit again until 9 seconds later, it'll absorb (part of) the hit. 60 seconds total duration is quite nice as well.
A properly specced Holy Paladin will never have the 60 second Sacred Shield, so don't worry about that.

It's possible to have multiple stacks of SS up on one player.

Do they actually stack properly or is it similar to Beacon of Light? (I tested that out, it is indeed the first one cast that works. o.o)

Multiple SS works.
They will both proc on damage taken and apply the absorb shield.
I'm not sure if the shields will be eaten simoultaneously or if they stack on top of eachother.
Simoultaneously would mean that a 2000+1000 shield would only be 2000 since they both lose "health" as you take damage.
On top of eachother would be 2000+1000 shield would be 3000
Edit: for clarity

That's what I'm worried about. Although in theory two Sacred Shields would still be more powerful than one if they both get eaten at the same time (especially if they happen to stagger so that only one proc is up at a time).
