Can't break 3k....

I am arcane specced for PVE, I have reasonablly decent gear and can't seem to break that 3k ceiling.
I have seen other mages with similar gear going around 5k in 25m raids. I would very much appreciate some feedback on rotation and spec.

Ok, I have changed around my gems, I've fixed my glyphs, even tweaked my spec....
I am using Arcane Blast (x3) then Arcane Missiles.
grabbing Arcane Power and Icey Veins when they are not on c/d.
I'm using Presence of Mind when that is available for the 3rd hit of Arcane Blast.
Trying out my dps on the target dummy and if anything it's gone down. =(
I even made the macros suggested and tried them.
How could I possibly have gotten worse? Is it due to not having raid buffs?
I'm pulling 2.5k on the test dummy (heroic).

I've got some minor suggestions to improve your talent spec as well.
- Remove 1 point from "Frostbite", it's completely useless for raiding.
- Remove 1 point from "Ice Shards", you don't use any Frost spells as an Arcane raiding Mage, so it's useless to you. The occasional Blizzard that you do does not warrant any extra points in this talent than is needed to unlock the third tier of Frost talents.
- Remove 1 point from "Improved Blizzard", either trash is so ridiculously easy (Naxx and OS) that the Imp. Blizzard effect means nothing, or trash is so "hard" that you can't really AOE it down (Ulduar), either way, putting a point into Imp. Blizzard really isn't worth it.
You now have 3 extra points to spend, which I'd suggest putting into "Student of the Mind", or if you'd like some more range advantage, put 2 into "Magic Attunement" and 1 into "Student of the Mind".
10% extra Spirit, or 6 more yards on your Arcane spells will do a LOT more for you than what you currently have those 3 talent points spend on.

Realist - Runetotem
Don't be scared to use +9 SP +8 HR gems, arcane's hit cap is sickeningly low.
Blue gems are your bread and butter "omg 32 SP gem me".
Also, arcane's main dps will come from you. Make good and sure you're not missing your AM procs.

Do what everyone said, but also - what rotation are you using? When do you use your burn cycle? Are you using Molten Armor? Do you run oom? Do you use macros for your CDs?
Understanding those questions will help your DPS significantly (once you get hit capped).
I typically use molten armor, unless it's a specific boss fight that using mage armor will help significantly. I rarely go oom.
I do not have a macro, but my typical rotation is:
arcane blast (x3), arcane barrage, arcane missiles.
currently working on the gem fixes and upping my hit.
I did re-glyph.

Hit caps are:
17% (446 Hit Rating) - Absolute cap
14% (367 Hit Rating) - With either the Precision talent, Arcane Focus talent (Arcane spells only) or a Shadow Priest/Boomkin in the group (Misery/Improved Faerie Fire)
11% (289 Hit Rating) - With Precision talent and Arcane Focus talent, Precision talent and a Shadow Priest/Boomkin in the group or with Arcane Focus talent and a Shadow Priest/Boomkin in the group
8% (210 Hit Rating) - With Precision talent, Arcane Focus talent and a Shadow Priest or Boomkin in the group
The Draenei's Heroic Presence racial has not been considered for these, if your a Draenei or have one in your group, reduce the above percentages by 1%.
