I would be happy to say it comes down to personal preference, particularly while levelling. You're not going to be wearing that gear for long, so its not worth agonising over. I think it's generally accepted that healers won't be stabbed in the head for rolling on cloth, and if the cloth works better for you then go for it.
Personally, I've never worn cloth and never suffered for it, but there's no reason you shouldn't wear cloth, providing your groups are happy that cloth is something you're interested in.

Again with gemming I approach it the same way as I approach my gear. I will gem/enchant for what I feel I need for the style I play. It's that simple.
There are plenty of number crunchers out there who've put all the calculations up for us to read, and you can find them without too much effort on various forums (I think there are a load in the stickies at the top of this forum).
Gemming/chanting for Intellect is definitely a biggie, but it's not the only thing I go for personally. I hit 20k unbuffed mana and 2k healing (with earthliving), and found I was comfortable with that. I'm sitting at 370 in combat regen (with water shield) and about 10% spell haste and 22% crit. I find that that kind of balance works absolutely perfect for me, although I am looking into more haste - but that's specifically for things like Loken's nova and Gluth's decimate...real panic moments when you have to get everyone back up fast.
Really, same as cloth vs mail gear...personal preference. If you're getting what you need from what you've got and you're keeping up with whatever you've got to heal through, you're doing it right.
