Heirloom items are weapons and armor that can be worn at any level. There are quite a few heirloom items. Most are play on names from older weapons and items.
There are shoulders, with each different armor class scaling to your level and increasing your exp gained from questing and monster kills by 10%. There are weapons that, much like the shoulders, will scale with your level, so they become more powerful as you do.
Heirloom items are pretty versatile and usable up until even level 80, I believe.
Now, there are two ways to purchase heirloom items. The normal PvE set is obtained through Badges of Honor, which can be obtained from any 5 man heroic and 10 man WoTLK raid instance. There is a PvP Heirloom set too, that does the same thing as the above mentioned, but is only purchasable with Stone Keepers shards, which can only be obtained through Wintergrasp, or completing lv 80 dungeons while under the effects of the Wintergrasp Victory buff that occurs when your faction captures and wins the battle.

Also , they are bound to your account and not just one char, so you can use the same item on all your chars.

To add though, Account in this case means Realm. If you purchase the Heirloom item on realm A, you cannot use it on Realm B. The only way this could be achieved would be to character transfer from B to A, then send the item via mail, then transfer back from A to B.
Also, It is side based. If you have it on Horde side, you can't mail it to yourself on Alliance.

They're really for higher level characters to send to alts. They're bought not with gold, but with Emblems of Heroism (which drop from heroic runs, which means level 80 instances) or with Stone Keeper's Shards, which are obtained from Wintergrasp, which is itself meant for higher levels (77-80, mostly).
So you have to have one maxed-out character to get them. However, once you've got them, you can send them back and forth through generations of alts. The idea behind them is that since they scale, you don't have to replace them every couple levels.
