So Disc PvP is about keeping shield up while applying DoTs/bursting the enemy? Is this method fast enough?

It depends on the comp you're facing and the current situtation. For instance, against double-DPS teams, you're probably going to be doing a ton of healing/mitigation and not have the GCD time to be dispelling/DoTing. Against a Healer/DPS team, you definitely do want to "scare" away the healer with mana burns, all while DoTing up his DPS. However, prioritize your GCDs to stay alive, then use your "free time" to dispel, mana burn the healer (or DPS if he happens to be Boomkin/Hunter), and hurt the DPS.
As for the OP, the Disc Priest is 65% heals, 35% offensive. Simply spamming DoTs and damaging spells will result in either your health or your mana exhausting real quick. Be smart by healing yourself, letting the enemy hurt themselves with your reflective shield, dispelling them clean, kiting them around, DoTing and applying a bit of pressure when they are out of range and LoS of their healer. The only real time you can go all out and Power Infusion + Holy Fire/Penance/Mind Blast/Smite/SW:D is when the enemy healer's CC'd and/or someone is extremely low in health. Even if it fails, you'll likely have forced the enemy to either bubble, trinket, or use some other important cooldown like Nature's Swiftness. And Power Infusion has a shorter cooldown than all these spells. Not to mention, you also might have Platinum Disks of Swiftness and/or Hyperspeed Accelerators (no clue if those two share cooldowns or not.)
