Old Twink's Leg Enchants [Solved]

I haven't played in a while now, and I see that the leg enchantments like nethercleft etc. now bind the leg armour to the character when used.
Has this affected twinks which already had the enchant on, or will all new twinks forever be weaker than old twinks?
