Incorrect mana cost for many spells

currently on my mage(lvl 35) arcane missles costs me 263 mana my base mana with no gear is 1773 so mana cost is roughly 15%

this is my build as of now and even with 3% reduction in cost i dont think that 37% of base mana is correct... i have no glyph and all int/SP gear and can get atleast 12-13 casts out of my pool on missles alone with 0 regen... 37% would give me 5-7 casts max with 100% regen
my gear gives me 3600 mana unbuffed and ungeared i would get at minimum 6 casts
if i am mistaken in anyway i will gladly accept that i am wrong if given proof as im no math wiz but the numbers im getting scream somthing wrong

Base Mana refers to the amount of mana your character has before it gets modified by talents, intellect, and enchants. Remember, intellect only boosts your mana; it doesn't make up your entire mana pool. This is probably why your calculations may have yielded erroneous results.

the first line explains that i had no gear on at all and my mana was 1773 cost 263 and that is 15%...
because im OCD on some small level i went and decreased the 1700 by the 17% i get from talents and racials and 37% of that is 544 mana... still think im wrong?... 15% of that is 220 and i doudt its no coincidence that your base mana pool is increased by racial and talent so that when all gear is off your left with a white number meaning a base un effected number

looked in to patches and searched arcane and found that in patch 3.0.3 the mana cost on
"Reduced the mana cost of Fireball, Frostbolt, Frostfire Bolt, Arcane Blast, Arcane Missiles, and Arcane Explosion."

Except that's not exactly true. If you read what he posted in a bit more detail, he says "Remember, intellect only boosts your mana; it doesn't make up your entire mana pool."
When you ding, you notice it says "You gained X health, Y mana, 2 Intellect, 1 Strength, etc." Health and Mana are actually present in the absence of Stamina and Intellect, respectively. To calculate your true base mana, take your mana pool and from that subtract 15 * Intellect (the number on the character sheet, green or white -- it doesn't matter). That's your base mana.

:) ty for the input pelf you have ferthered my understanding and raised another question
no gear im 92 int so 15*92= 1380... just leveled up so im useing new numbers
1854-1380=474 still not the 700+ that is needed to make the 37% true im afraid
the equation i used to determin the mana pool needed to make 37% true is X*.37=263 X=710
so the question becomes... is your base mana pool still this number after int is removed or has it been changed without notice
i say this because lvl 36 X*.37=270 X=729 makes the 37% not true so ill use the 474 to replace X
474*.37=175 how about this one 1854*.146=270.684 it would apear that 14.6% of total mana pool (ungeared) is the actual cost
any thoughts anyone?

I've been reading, following your questions and pelf's responses. The data is gathered directly from the game files though, so it's extremely likely that IF it's a mistake it's a mistake in Blizzard's tooltip rather than anything else.
Here's a good way to test: if you cast another spell with the same "% of base mana" cost, is there a difference in the amount of mana used?
Please let us know if there's a difference between the in-game tooltip and the tooltip on Wowhead.

looked at frost and firebolts and both costs are much less that listed % aswell
frostbolts cost is roughly 6% and fire is just over 9%
costs are 16% and 23% as listed now
dampen magic is also less costly than 32% as listed current cost is 234 mana from 1800 base

Your mage, currently level 36, has the following unbuffed stats:
3729 actual maximum mana
217 Intellect
The first twenty points of Intellect grant 1 mana each, and all points beyond that are worth 15 mana.
So, your actual base mana is:
3729 - 20 - ((217 - 20) * 15) = 754
Arcane Missiles costs 37% of base mana, and your talents reduce that cost by 3%. I suspect that the cost you see ingame should be 754*.37*(1.00 - 0.03) = 271. Possibly off by a point due to rounding.
