incinerate's flight time is exactly the same as SB.
if you want a SB build with suppression just use a cookie cutter affliction spec.

Not true on all fights; if incinerate has to travel Vertically it first travels the entire way horizontally and THEN goes straight up. Shadowbolt can travel diagonally, saving flight time... It only makes a difference on flying mobs though (Mimiron P3/4). Just thought I would be a smart ass and point that out for ya =P

I know it was more of a sidenote, but
EventAlert
lets you know when Soulfire procs, making it a bit easier to coordinate the cast rotation in between Inc / SF. If you have the ability to do so in a boss fight (e.g. no recurring AoE damage), run up there with the melee in the SF phase, making your Incinerate travel time a moot issue and bringing the rotation as close to 1:1 as you can get.
Also, though it might seem painful at first to waste other stats, you can enchant / gem for pure +Hit (
gloves
and
boots
come to mind off the bat) until you get the gear that compensates for it. You'll see improvement even way before you hit the cap.

no, stay at max range and alternate nuke and SF. literally 1:1 and no need to watch for procs as decimation will be up almost 100% of the time.

One tip for a decimation rotation that I can provide and that I also use myself is that I always cast one Incinerate before my next Soul Fire, even if I have the decimation buff on me at the moment. This helps, because if I stay at max range, my Incinerate will hit the target after I finish my Soul Fire cast, which results in Decimation proccing again directly after.
So even if you have Decimation procced, and want to maximize your DPS, keep all your dots up and cast an incinerate before your soul fire when you're at max range. This will make it so that you can do an inc>sf>inc>sf rotation without having to cast a double inc. This is of course situational and can only be done when you are in luck or if you are "skilled" enough to pull it off even with alot of movement.
Edit: and also, about the +hit.. Before you reach the cap, consider hit the most powerful stat you can get. Every socket, fill it with +hit. Not +sp/+hit or any other gem, but pure +hit. Also +hit enchants and +hit gear you can get from reputation vendors and so on. Hit is the best DPS stat for every DPS class and spec in the entire game, until the cap.

well, it amounts to the same thing.
doing
SF > INC > INC > SF > INC > SF
or
INC > SF > INC > SF > INC > SF
i know what you mean though. it's easier to feel like you're getting back into the weave if you always start with an incinerate but if you can keep track of it then it's not an actual dps increase, just easier to grasp.

i was going to say that.
i once read something that said that the animation you see takes longer but the damage is taken at the same time but i couldn't find where i read it so it seemed a bit silly to post without a link or some testing in game myself... and i'm not that interested to spend any time testing.
