Given the degree of difference, the question has to be raised.... Did you have Righteous Fury up?
For the record, I don't tank regularly, so I haven't actually seen if there's a difference in the last week or two.

False.
The 'high-threat' component never made it to live in the first place, it was just a tool-tip correction. The loss of the +% damage talent was made up for a buffed up base damage. ShoR does the same damage/threat now as it did before 3.1.

Yes, based off numbers from Omen. But I thought Omen took it's numbers directly from the game...
I don't necessarily think so - I was under the impression it simply calculated the threat of each action undertaken. Or alternatively, it takes information from the game directly and manipulates it for presentation, and the information inputs have changed since 3.1.

When Blizzard made the actual threat data available to add-ons, Omen was essentially gutted and turned into a pretty output screen for the numbers.

10k/2.72 = 3676 dps on a single target needed to maintain a stable 10k threat generation
8k/2.72 = 2941 dps on a single target needed to maintain a stable 8k threat generation
And that's with the benefit of all damage being Holy, which it obviously isn't. The simple and obvious solution is that you weren't really generating as much threat as you believe you were. Omen's charts are nice, but the TPS numbers it gives have always been iffy.
Now in 3.0.2, those numbers were viable because of the JoL threat generation.
