Wrong, Resto shamans have been used in Arena teams since Arena was implemented.
The new specs havent been out long enough to determine if the other specs are crap yet.

3.10 may have made some nice changes, but in the past (since early TBC) the only good shammy PvP spec has been healy. It's really quite bad that the other two dps specs failed at PvP, leaving the only PvP option as a role that many people do not enjoy.
Either way, if you roll as an enhance or an ele shaman, your work will be cut out for you, even with the new changes. Shamans suffer from a serious lack of survivability that still needs to be adressed, though the inclusion of glyph of stoneclaw totem has improved it somewhat.
The main issue seems to be that other classes are simply better at the roles of both an enhance shaman and an elemental shaman. A ret paladin can take more hits and produce more burst then an enhance shaman, and a destro warlock/mage can produce more burst and better CC then an elemental shaman.
