kinda except Italy started on the German side and even when they capitulated, they didnt activly fight against the germans.
like I said, its symbolic not literal.
And why is Rohan = Russia? I thought America fitted the analogy better.

I would say America is Rohan and not Russia because -
America was attacked by Japan while not being really involved in the war. Rohan was attacked by Saruman while not really involved in the war. America repulsed the invaders and then joined the fight against the enemy. Rohan repulsed the invaders and then joined the war against the enemy.

Obviously some weren't (Nazis are a good example of this).
In reference to intelligence, the Nazis were extremely bright. They were, unfortunately morally inept. Oh if they had put thier massive power to good, what the world might have been like.
