Because it's the way the class works.
The same reason why Mages need to have their evocation buff, or need to stand in their arcane circles
Ret paladins need to have Inquisition up at all times
Shamans need to have their totems and enhancements up
etc, etc, etc.
Each class is different. Would you rather every class be the same and push 1 button to get 150k dps with the only difference being either standing in melee range with different weapons or at a distance with a staff?
Don't u think u making druid weaker & weaker ?
No, absolutely not. I believe Druids are one of the top classes for the expansion with little to none 'bad things' about the class, currently.

In terms of PvP, I think Feral feel better now than they did in Cata. Sure, our survivability was off the charts in Cata. But in its current incarnation, Feral feels like much more of a concise spec with a clear distinctive niche, direction and design. They're doing very well for themselves; survivability above par (even if it's not what it once was), burst among the best in the game, steady DPS pressure is quite nice, and control is arguably anywhere from on par to well above par (depending on how you view Cyclone, especially in combination with NS/PS). Our self-healing is even getting a significant buff in 5.2, now that PvP Power will grant us healing (half as much as it grants pure healers).
I may not be pushing impressive ratings (I've been mostly using my druid to teach my brother how to play arenas), but I feel like the new Feral design is treating me very well. I'm no less happy with it than I was in Cata, and I think it has a strong future as the expansion progresses.

I am a bit confused now.
However I want to say this:
Blizzard is designing this class/spec with specific goals in mind. The ravage thing for one. It adds to the complexity of the class, and adds to the feel of it as well.
I, personally enjoy what they have done with the class.
