I dont think you can level 2 at the same time EG instance or questline or anything.. (if that is what youre asking)
And youre asking about legacy factions as well just wear the tabards and grind away.
Correct me if im wrong

Once you can start doing dungeons, you can wear the main city tabards while you do those to build your reputations up.
IE: Human Questing will give you Stormwind rep, but you can grab an Exodar tabard and gain that rep whenever you que into a dungeon.
But if you are just questing, then no...you would have to go back and do the quests in the starter zones to earn that reputation or wait until you unlock the Argent Tournement Dailies at 85 in which you can get them all exalted relatively quickly while still making some nice gold and getting some cool pets/vanity items.

Well all faction-specific quests below 60 should now grant reputation for at least one city faction (or just the header
Horde
/
Alliance
factions) but I doubt you'll be able to get rep by questing as fast as through dungeons, or that you can even cap all of them before reaching level 60 - Worgen/Goblins and the respective Pandaren are likely not even possible just through quests.

Aye, especially with the new rep caps; you can get to 5999/6000 only from the spill over questing. You'd need to go through all of a specific starter zones, then have to head over and do the next set; IE going from Elwynn to Westfall to Redridge to Duskwood to Northern STV(lot of the quests in Duskwood give Gilneas rep compared to Human now a days). And even then, you'd only get Dwarves, Night Elves and Humans from this pattern; doing all of the Draenei starting quests get you about half way into honoured, you'll have Gnomes just at honoured, Gilneas will barely move, and there are no Pandaren based quests in the 10-60 zones.

On the odd occasion I will level a toon by Everyquesting. I do all the zones in order, so I start with all the starter zones (levels 1-5 only), then complete the level 10 zones (Elwynn, Azuremyst etc), then the 10-20 zones ... you get the idea. By the time I've completed the level 20-25 zones I am exalted with all the primary factions. The newly added factions (Gilneas / Goblins / Pandaren) will require a tad more work or dungeon running with a tabard.
You can also add to the primary factions rep by doing the fishing and cooking dailies in those cities. Addon factions are excluded from this of course.
If doing level appropriate dungeons with a tabard isn't your cup of tea, you could always wait until you are higher in level and then just speed run Deadmines/Ragefire Chasm with a tabard on. Trash mobs will grant 3 rep and bosses grant 23-39 if memory serves correctly. If you are thinking of doing Stratholme runs with your toon at some point to try to pry the mount out of Rivendares cold dead hands, you could save the tabard rep running till then so as to kill 2 birds with one stone.
