For PVP, the heirlooms are good till you can get the PVP Sets at 60, 70, 80.
For PVE, the shoulders, chest, weapons and trinkets(possibly before then) stop being useful when you hit 80, and the Helm and Cloak are useless once you hit 80 except for quest turn-ins.

What he means is that PVP sets have better stats for pvp, but those sets don't give xp bonus like heirlooms. And the shoulders, chest, weapons and trinkets stop upgrading at 80, and helm and cloak are useful all the way to 85.

I'd say the overall cut-off 80 unless you want to be competitive in PvP, in which case you are better off doing what many have said before and ditching the BoA gear for level 60 epics. At level 80 you start to get cata greens and blues which have substantially better stats than even level 80 epics.
All characters now have 40% pvp resilience baseline so if you do opt for socketed gear, gemming for resilience in lieu of more damage would probably give you the best overall results since you could conceivably cut your pvp damage taken by 70-80% without having to sacrifice much in the way of offensive stats.
