It probably is in terms of getting achievements, but there are other ways to increase reputation gained (i.e. via buffs and so on) so I guess it's not *too* significant.
As for PvP...well...people do faction change/race change to human for a reason, but it's up to you.

Agreed, play the race you want to look at for the next 85 (90) levels. If you want the racial bonus to save time later while doing the heavy lifting, you could always race change once you get to that point.

I like the Human rep bonus for alts, just because on the second and third time through, anything to speed up rep grinds is nice. But for your first toon, I would be more concerned with what appeals to you aesthetically. Blizzard can change the racials at any time, and have repeatedly. But the character model is going to stay the same. The difference that the 5% makes won't be a big deal even for rep grinds, and doesn't affect things like loremaster or grinding pets or mounts from non-reputation sources at all.

If you are truly going to be farming rep for titles like Exalted and Insane, +10% rep makes a HUGE difference.
It may not seem like a lot, but it could save you hours and hours of farming, dungeon runs, etc. You can still use guild perks, buffs, and seasonal items to increase your rep gain on top of that.
That's all moot if you can't stand looking at the character model and end up quitting because of it. If you don't mind the money, you can always race change to and from races whenever you want.
Keep in mind that Blizzard will be updating the character models at some point and dwarves, humans and orcs are on the list. It may be months before that goe live, but I'm hopefully that they can fix it by MoP. Call me optimistic.
I'd keep it until wowhead or MMO Champ data mine the models and then make the call to switch if yo udon't like.
Personally, Draenei emotes and voices drive me !@#$ing crazy.

I changed a gnome main to a human because I'm currently grinding rep for the rep achievements and wanted the diplomacy racial. In so doing, I sacrificed my Engineering buff and int boost. But, given how many hours I've spent rep grinding, I felt that it was worth it in general.
If you want to do a different race, for whatever reason, do that. If you have a rep grinding project that you are not time critical on, you can wait for the Pilgrim's Bounty holiday and do your rep grinding during that week with the buff.

Just within the confines of Cataclysm, I've gotten 48 exalted reputations on my Undead first, then at 4,3, Blood Elf Rogue main. Although I have been part of two different level 25 guilds for nearly the entirety of my play time, the extra 10% isn't likely to mean a lot.
Now, obviously - since you're talking about needing about 40k rep to get from Neutral to Exalted, such a bonus would indeed allow you to reach that point with grinding 4k less rep...and if seeing that extra 35 rep per quest, or extra point per kill makes you feel better - then great. However, nobody can honestly say - even with every single rep bonus - that it's made a long, grueling rep grind trivial, or easy. At best, it just makes it slightly less long and grueling.

4k rep is what, 10-20 dailies for some groups? 2 full dungeon clears per faction?
4k rep @ 50 factions is 200,000 less rep. It adds up quickly.
Completely agree, some factions just suck no matter how much of a boost you get. I will say, if OP is really interested in the Insane, I'd highly recommend anything you can do to make it less soul sucking. I know people that have faction changed to human and then back again just to make it less painful.

Around your fifth run of Molten Core, you'll be extremely grateful for the 10% rep bonus.
I'm about 10 weeks away from exalted and it's a chore about as enjoyable as trying to give the cat a bath, only with less blood involved.
