Chakra as a conditional?

I would like to set up a macro for Holy Words that will use just basic targeting if I have Sanctuary up (since it is ground-targeted), Mouse-over targeting on friendly targets (or basic targeting rules if not moused over a friendly target) when Serenity is up, and mouse-over targeting on enemy units (or basic targeting rules if not moused over an enemy unit) when Chastise or no chakra state is active.
I am familiar with stance: as a conditional, that didn't work.
I could write these macros individually, but I see no reason to have 3 action bar slots taken up when I can only use one of these abilities at a time anyway.
Any ideas would be appreciated.

Update: I tried the following and it somewhat worked...
/cast (@mouseover,help)(@mouseover,harm)() Holy Word: Chastise
It worked perfect for Sanctuary, pretty sure that's not going to be a problem. It took some finangling (think I put a @target in there somewhere) to get it to work perfectly for Serenity, but it wouldn't work for chastise. The problem is that it's testing things in order, so if it gets to an Invalid Target it will just stop.
Essentially, I want HW:Serenity to prioritize my mouseover (if friendly) > my target (if friendly) > me. I want HW: Chastise to prioritize my mouseover (if enemy) > my target (if enemy), and preferably still show the icon if I can't cast it.
Any ideas?

Try finagling with square brackets instead of parentheses.

Does what I want, just need to use a modifier. If I don't use a modifier for Chastise, or I do for Serenity, then it will work like a normal cast.
