Yes you can have a full version and a starter edition; and you can upgrade the starter edition into a full retail and keep all your characters, but once you've done that, you'd need to create a brand new starter account if you want another one.

When you upgrade the starter edition (or start a new account) you get one free month from the basic Battle Chest. But I think even on the online store, you can just purchase this and the expansions without immediately attaching them to your Battle.net account - you should get (one, or here, more) digital keys to give to a friend, or in your case, to hold onto until you wish to play the full game :)
For your characters, to "keep them", you need to upgrade your current Starter Edition. You could also make a new WoW account, which does not affect the Starter Edition, but your characters would stay in that old account.

Bad connection ate my earlier reply some hours ago, and then I didn't have time to re-write it, but no, sorry, I didn't mean that. You don't
need
to make a new account, but you
can
do that - even by mistake when you actually want to upgrade your starter edition.
So, make sure you upgrade the starter edition instead of creating a new WoW licence. To be sure, go to the starter edition in your account management and use the upgrade method offered there, using the activation codes you maybe purchased already, but if you don't have those yet, it will offer you to purchase the Battlechest right from there, which will automatically be attached to that account.
And yes, you can have more than one WoW licence attached to the same Battle.net account, the term "account" is in fact somewhat ambigous here, but people usually refer to the WoW account, otherwise they say "Battle.net account".

If I have a full account (and full game downloaded on my computer) do i still need to purchase a CD or digital copy of the game to upgrade my 2nd starter account? Is there a way around buying the game again? Thank you
Yes; you need to upgrade the new account as well which means buying another set of expansions for it.
