The first thing I would do is log in to battle.net with your brother's account and double check that the upgrade is listed. If the account shows a successful upgrade to a full account, then he'll probably need to contact customer service, either via email or phone, to get this resolved.
Unfortunately, Wowhead is not directly associated with Blizzard so there is a limit to what anyone here can do beyond offer advice.

Can you be a bit more clear on why you think this issue may be happening? Are you still seeing the prompt to upgrade when you log in? Are you unable to do certain things in WoW?
Either way, if that is the case, I'd contact customer service and/or file a support ticket.
