1 Alliance and Horde in Borean, and 1 Alliance and Horde in Howling seems like the best choice than.

Honestly; send two to the Tundra and two to the Fjord; both of those zones have a solid Horde and Alliance story.

Pulling up the zone pages for Borean Tundra and Howling Fjord, I looked to see how many quests were available for each faction. Borean Tundra has more for the Horde, while Howling Fjord has more for the Alliance - so my suggestion would be to send your characters to the zone with more quests for that faction.
Another option is to send a character from each faction to both zones (ie. split Horde and Alliance characters up so that one of each goes to each zone). The reason this might be useful is that the zones have different quests for the factions, so little overlap will help stop you from being bored with the repetition.

I would split them up so you can see every quest. It works out perfectly. Plus, if you use rested exp on them, you can do the same thing with Dragonblight and Grizzly afterwards. (if you use rested exp, 2 of them will be ready for grizzly)

Going on alliance and horde sie in the two places will be fun...
You will know what is the back story, front story, and side story (if there is any) in Borean Tundra and the Howling Fjord...

I like Howling Fjord's music a lot and I feel like the zone has a way better atmosphere. But then again, maybe I didn't like Borean Tundra's storyline as much.

I personally thought Borean looked like a mess when I first came into it. I did like the DEHTA and Keristrazsa quest lines though.
