Fixed that for you.
Your cloak, non-rep ring and gem choices (put Reckless in all Yellow Sockets) are the reasons you're having trouble hitting the haste cap.
You aren't entirely wrong in not including a weapon in the mix because you will want to equip Trauma eventually. But until you do, you really ought to have a haste weapon like Mag'hari's, Midnight Sun or Dying Light.

Shagg, with the gear you're wearing and Trauma/Shriveled Heart you should be at 707 haste.
If you were to re-enchant and re-gem as you suggest, you'd be haste capped even with Trauma. And in that case, switching to Dying Light won't really increase your throughput at all, since it would be a loss of SP (71 from spirit conversion/gems/staff enchant on Dying Light vs. 78 from offhand) and the haste won't matter.
Unless you need the haste on Dying Light to get capped, Trauma is almost always a better weapon. And with your gear you really shouldn't need the haste.
(I've been weighing the value of Resto Talents vs. CF lately. Over the course of most fights I get 1-3 Living Seeds and cast maybe 10 Nourishes/Regrowths, total. Meaning those resto talents are amounting to significantly less than 1% of my healing. There's no way that's going to outweigh the value of Trauma's proc, if I were to get my hands on it and switch back to a CF build.)

If you're below 735 Haste with 3/3 CF, then it might be acceptable to gem a couple of sockets with pure haste, so long as you ultimately reach the cap.
The point was this:
Suppose you have a red socket and a yellow socket. They don't have to be on the same piece, just anywhere on your gear.
If you gem a Runed (23 SP) in the red and a Quick (20 Haste) in the yellow you get 23 SP and 20 haste.
If you were to, instead, put Reckless (12 SP/10 Haste) in each of them you'd get 24 SP and 20 haste.
Using the hybrid gem results in a net gain of 1 SP per pair of gems.
But this assumes that SP and Haste are exactly equal in stat weights. In reality SP is a bit better than haste. You're much better off putting a Runed in all of your red slots and a Reckless in all of your yellow slots. But if you are literally on the cusp of the haste cap and want to make sure you hit it, then you're better off replacing a Runed with a Reckless than you are replacing a Reckless with a Quick.
