Heroic Strike's +damage against Daze - uses?

For a long time I've wondered why Heroic Strike would do extra damage against dazed targets. The daze abilities I recall from the top of my head are Piercing Howl, Typhoon and Blast Wave (and Hunters Pack buffs). Is this function primarily used for PvP? There's not many things except trash in instances that can even become dazed.

has a daze. As far as I'm aware, the daze from Piercing Howl doesn't work with HS for some odd reason.

As you're already aware, bosses and most elites are immune to daze effects limiting it to more of a pvp bonus to HS.

So it's basically a PvP-bonus then. That's kind of useless. It's not like it does much bonus damage either.
