I have noticed that with undergeared tanks in WTLK dungoens, i can "ramp up to pulling" but that is funny thing, you can watch and see that you are getting close to pulling....
I would seriously STOP casting when you hit 95% aggro (or earlier if this doesnt work) and then only start again when you fall to 80%. The other main thing to try is to cast fade....and then unless you see the tank hit the target(s) in question, dont cast again until the fade "fades" off. The issue is that Like Warlocks we cant say "stop casting=stop threat" because of the dots we place onto the target. So, act accordingly.
Other thing I do is if I have mobs on me and I cant shake them with fade, I run circles around the tank...usually he gets the idea eventually that he should do something about it.
@kiyomii yes shadowform has 30% built in, however because of that I dont know of a time when PVE SPriests even speced into the other threat reduction except for Vezax...an admitted gimmick fight. I honestly wouldnt even mention it outside of PvP questions or builds...
P.S. every class has challenges, ours is that we Hide from threat...not dump it.

If you're still leveling, wait for the tank to get some aggro. When the mob reaches the tank, count to 5 in your head, then start attacking. Leveling in dungeons isn't like heroics/raids where you can just go all-out as soon as the tank attacks the mob once, you need to let the tank build up some aggro first.

fade basicly means that you're off the treathcharts for 10s, very nice on for example marrowgar after he stopped whirlwind so you can keep dpsing even whilst he's stopping to WW.
in groups with not good tanks. get up VE and ... MOAR DOTS(/dps), then just pray for the mobs not to kill you of before you kill them and be ready to hit dispersion if you go low.
this is if you dont mind dying for doing imba damage ofcourse. if you mind paying a slight repair just stop when you're around tanks treath and wait for his treath to go up, might aswell fade aswell, since then you wont get aggro(for 10s) even if your dots does more tps than the tank.

Just gonna throw this out there, if you're having aggro problems on a Priest stopping when you're at 95% isn't really a good idea. (what with DoTs and what not)
The amount of times I've stopped casting when a tank has aggro and then my DoTs have ramped mine up is ridiculous. (only with lower geared tanks, though)

you dont pull aggro until you hit 130%, mate. 95% is good

Unless something changed, I believe Ranged DPS can have a substantial threat LEAD before pulling aggro. If you're more than 5 or 10 meters away from your target, you can still hit even 110% threat and NOT pull. I think you pull at 130%, but I don't have enough time to look this up at the moment. Furthermore, I don't even know if this has changed because... uh I've never even become CLOSE to pulling aggro on any tank decent or not as a shadow priest. In fact, I've even turned off my threat meter for when I play shadow simply because it just isn't a useful tool for me anymore.

Important notes:
The Regular threat indicator apart of the Blizz UI is only on a 0-100% scale, so if you are watching that, 100%=pull
If you are using Omen or another addon that actually tracks tps, then it is 0-130% scale, and pull is at 130,
(taunts are at 110% just for your information though, so if another dps pulls, the tank can taunt up to 110%, but after the taunt duration is over, if you are still above tank & above 110% it could go to you)
When i wrote my advice I was refering to the Blizz UI...and yeah, stopping at 95%(124% in omen scale) in that case is kinda risky...but hey, I have PWS on my toolbar for a reason. I would play in the 110 region of omen threat or 85% in blizz UI if you never want to have problems...
