About how much dodge before -20% ICC debuff should I have before I start tanking ICC 10 and also ICC 25?

Gem and enchant your stuff properly, get 5k gearscore(cause no one will let you in the raid with less.....).
Gear score means everything now, don't worry about your dodge rating. It will come naturally if you have full tank gear.

There's not a set value for what to have and everyone will be different in some way or another.
Gear properly and ensure you're capable of tanking other content, if you can tank up to ToC just fine then odds are you can tank ICC just fine.
If you're puging and don't mind living up to pugs' asinine requirements that tell nothing of the player or character's potential other than the ability to acquire gear then getting a high GS will help but remember, highest GS =/= BiS and BiS > highest GS.

Because they figure "If 4700 is good then 5000 must be better" and that it'll guarantee a quicker run with less screw ups and in some cases less competition for gear as those with 5000+ as apposed to 4700+ will be less inclined to roll on gear.
In the end the difference between a properly geared 5000 GS and a 4700 GS player are minimal and skill/comprehension/dumb luck will play a bigger factor than that 300 GS gap. Also, depending on the time or server the inflated expectations may result in a longer time from start to finish as they sit around waiting for their nut in shining armor, beggars can't be choosers...well, they can be hungry beggars I suppose.
Not a Paladin myself as I'd be either Holy or commit suicide as a favor to the universe but the only argument I need for GS is

IMO... You need to have most of your items at level 232, with a few lower level decent pieces, and a few 245s... to tank the first wing. Not much of a gear requirement to tanks, you only need to be able to hold aggro...
For Festergut, Sindragosa and Lich King, i would prefer a tank with an average item level of 245. Festergut dishes decent physical damage (the only boss in ICC that seems to threaten the tank with his swing damage), in the Sindragosa encounter, there are lots of damage sources, so a tank with a decent hp pool will be handy... and Lich King, thats only my assumption, since i have not seen him yet.
You wont find any actual levels of dodge required anywhere. The gear levels i listed is what i would find optimal for myself, im not taking them out of any addon. I think ICC would be possible with lower gear too, but you would at least need a decent weapon to hold aggro. Players with bad skill might need their gear to carry them...

Forgot to mention this in our social thread (lol), but we had a lol-try at the LK before calling it a night when we killed Sindragosa.
I was offtanking and thus taking on the Shambling Horror. All of a sudden, i died from something that hit me for 68k! Looking at the combat log, it was necrotic plague ... which should have been dispelled. But the add can also enrage, which would cause his shockwave to oneshot me. But this enrage should be removed by Tranquillizing Shot or Anesthetic Poison, and during the enrage the add can be stunned to lesten the damage on the tank.
I actually started typing this to show that you do need pretty good gear to even offtank this encounter. Now that I typed it, I noticed it doesn't really show that -_- Not if the rest of the raid does a good enough job anyways ...
