Been MM from 1-68, BM looked boring and solo-specific. Have had a very easy time leveling, usually easily completing group quests with some kiting and a lot of mend pet. So I'd say unless you reeeeeaaaaallly like BM, switch whenever you want a change of pace, or when your gear supports it. Or... Dual spec!

Yeah, pretty much whenever you want. I stayed BM until lvl 80 and even a short time as 80 until I was able to get all my blue gear. I was still top dps or second in dps in most of my groups as BM until I hit about 78 and that is when I really started seeing the dps drop. I had already dual specced and tried SV a few times before 80 but my gear didn't really allow for a dps improvement. After I was in blues and some epics is when I started using SV full time. I have MM now too but I haven't used it yet but I am to a point with my gear I feel comfortable in starting to use it.

If you will be questing your way to 80, stay BM. Switch to MM or SV when you switch mostly to content in which you have a tank.
If you have 1000g laying around, dual spec and do both!

you can easily do 5-6k dps as BM and compete with many peeps in raids, you probably be 2-3k dps after top 3-5 dudes. but that is ok, you don´t need to be top 5 of 15-18 dps
If you gear up tremendously, will drink potions and flasks, eat proper food, use every cooldown exactly when it supposed to be used you can do 5k. Something which a guy with worse gear and timing than you does with pushing 3 buttons. Choice is yours.
Ofc why do more dps, its no point in it. You are fine as long as you are above the tank.

if you're interested, check o
ut my old post about building an MM spec
. Some of the extra talents after getting that core set of what you need could be
Focused Aim
until you hit 8%, and
rapid recuperation
and
efficiency
so you don't need to viper as often while your gear is still on the way up.

Ok....as far as i have been told, and what I have witnessed with my own eyes. Level to 80 as a BM, switch to Surv and be ready to be overwhelmed. However, Surv WILL teach you shot priority, procs, and what REAL DPS looks like.
I will agree with earlier statements that once you get a weapon and few pieces of gear to help pad your ArP, mana, and DPS...you can effectively switch to MM and watch the numbers roll out.
At this point you were raid trained to watch for more things like Serpent Sting falling off, LnL procs, and Shot timing that MM will seem ridiculously easy.

Make sure you train newest ranks of your main skills though.
Nothing kills survival experience as rank 1 explosive shot and rank 1 black arrow.
