When talking about melee haste, there is no cap. You're probably thinking about a 'haste cap' that spell casters see when they start running into the global cooldown with some of their spells. Melee classes don't have this problem, and have no 'haste cap'.

Aye, melee has no haste cap, spells are only limited by the GCD.

Yes they do. Icy Talons and Improved Icy Talons are two separate sources of haste.
Icy Talons: The personal haste benefit provided by this talent
is no longer exclusive with other sources of melee haste
. This will allow death knights to always swing 4/6/12/16/20% faster when Frost Fever is applied. Windfury Totem and the party/raid component of Improved Icy Talons still do not stack.
Improved Icy Talons: This effect is now passive instead of being a proc. The self haste buff remains unchanged.

That's what it looks like they're making this spec out to be. Depending upon how well the new haste scales with Necrosis and Blood Caked Blade, I'm pretty sure that we're going to be having a lot of theory crafting about exactly how much hit we should be shooting for in order to maximize damage from those two sources. Which, personally, given the current setup might account for somewhere around 7% of my total damage done at the present moment.
Currently have two 2.6 weapons. Around 5% haste on the gear. With this buff each one of them is going to be swinging every 1.8 seconds or so. Assuming 5 minute fight that equates out into 333 white strikes assuming that you manage to hit the dual wielding hit cap of 787. Which also means that each one of those hits gets a 22% increase from
Necrosis
and
Black Ice
. And about another 100 or so hits from
Blood Caked Blade
. Where does that put you? Granted, you would probably have to sacrifice a good portion of strength in order to reach that level of hit...I'm just not sure where that would leave you...

that's actually a pretty interesting hypothesis. in almost every guide/spec/build they always recommend minimum hit possible and then pure str...I've always been big on having lots of hit as a DW anything. mostly because your offhand auto attacks require so much hit rating. less hits = less dmg. if the buffs to dw and haste make your auto attacks worth more in your overall dps...will hit's stat weighting go up?
