I have heard that items will morph... so that, as your character will hit 40, it will shift from leather to chain. Is that so?
Regardless, I need some recommendations on heirloom gear for my Shammy. I'm hoping to level him Elemental/Resto. (Since they use the same gear)

If you buy the strictly leather shoulders, for example, they'll always be leather.
You'd need to buy the mail shoulders, to take advantage of the "armor changing."

Luraz has it absolutely spot-on.
Those 3 heirlooms are perfect for levelling an ele/resto shammy.
I used them, and the levelling was quick, easy and uber fun.
The chest & shoulders are mail when you buy them on your main, but if you mail them to an alt under level 40, they will be leather.

Honestly, it doesn't matter. My 73 Shammy has used the Stam/Int/Spirit/SP robes and shoulders since level 20. The spirit actually gives a noticeable amount of mp5 due to the new rules about mp5/int/spirit and I'll be able to give it to another alt after. (Mage, Priest)

Also, don't forget the PvP versions of these items
Aged Pauldrons of The Five Thunders
and
The Blessed Hammer of Grace
. Sure they have resil on them, but they still serve the purpose and generally are easier to get considering you can't do much else with Stone Keepers Shards these days. Also if you plan on doing the occassional BG while levelling, it provides that little bit more survivability.

Aye, I ended up getting the
Aged Pauldrons of The Five Thunders
... I plan on doing some PvP. And? It was easier to get these with Stone Keeper's Shards, while spending my Emblems on the Mace that Luraz recommended.
I've healed my way through four dungeons now. Which, is a different mindset in the game for me. One one time ever turned out bad, and THAT was because a Rogue kept thinking he was going to tank. (Until I refused to heal or rez him anymore) Bit frustrated that I only have one healing option at present -- which almost makes me want to reconsider my Priest -- but I'm almost to level 19. We'll see how I feel after Healing Stream Totem. I suspect I'll love it. And can I say? Ghost Wolf utterly rocks. ;-)

umm well i dont recommend refusing to heal/res because groups will start to kick you (at least I would if someone was doing that). Just saying.
Anyways, I'd stick with the shaman. Sure, you only have one right now and healing stream doesn't do much so it isn't used often, but once you get into it, shaman healing is amazing. Just wait til chain heal, you'll love it.

Tbh, if the rogue wants to tank, you kick him not the healer. Dps is always !@#$ easy to find, healers on the other hand at low lvls.. not so easy :D

If you may want a future chicken/tree druid go leather
if you may want a future priest/mage/lok you might consider cloth
...
Leather and Cloth heirloom items have the same stats cept armor. So it's completely pointless to buy leather ones if you plan to lvl your druid as boomkin/tree and not as feral.
That said, Ele/Resto shaman will not have much of a problem lvling with Cloth heirlooms,

difference, cloth from leather:
-5 int, -17 mp5, +9 SP
Tattered Dreadmist Robe
Mystical Vest of Elements
difference:
-34 mp5
If you don't mind spending emblems/seals, go for it. But I would rather spend my emblems on gems and I don't do Argent Tournament dailies everyday anymore.
edit: Above comparison is based on lvl 80 stats, the lower your lvl, the lower the difference will be.

Thanks for all of your help, guys.
So yeah... level 32 now. (5% away from 33!) And, I'm loving it. I've finally got a few options for my healing. HW, LHW, plus some instant-casting, some crit-generation, the healing totem and the mana-regeneration totem. Not to mention, some of the awesome perks, like water walking, self-rez, and Astral Recall.
Since I've got both the heirloom shoulders AND chest item, I'm screaming up through the ranks. And, able to get into the LFG much, MUCH more quickly than I could on my DPS toon.
