Ele 4pt9, which slot to ignore?

I'm gearing up my poorly geared EleShaman (mostly iLv200 with some Resto pieces) and the 4p for t9 is my eventual goal. However, I know sometimes there is a better piece of gear than the tier in the same slot. So my question to you is, which piece of t9 should I ignore and instead use a different piece?

I'm thinking of dropping the pants since they have no haste, but they do have a nice chunk of hit.
