It can only take into account so much without knowing your current gear. So yeah dodge would be rated higher as it gives more dodge per point then the dodge/parry/block/be missed from defense.
Altough this is misleading to as it doesnt take into account diminishing returns, which dodge gets pretty quick if you would stack it a lot.

how much higher is it? i consider them pretty close to equal with a slight edge to defense.
although pure dodge gives
slightly
more avoidance, defense spreads it out better and adds a little block and contributes to being uncrittable - so i would disagree with their comparison tool if the weighting is significantly different.

They consider you defcapped so crit has nothing to do with it.
Defence gives 1/4 if avoidence to block wich is pretty much somthing people wanne avoid as it simply sucks ass.
Dodge gives pure avoidence.

Dodge gives pure avoidence.
People don't want to avoid block, or at least they shouldn't. They should simply
prefer
things like avoidance or EH over block for most raid tanking purposes. If you have the choice between some block or nothing, block is better.
Before DR kicks in, dodge and defense give almost identical amounts of avoidance per rating, while defense also gives block and better types of avoidance (and, if necessary, crit reduction). So I don't see a reason to favor dodge over defense by much at all, even if it's hit slightly harder by DR than dodge.

i just looked at that weight scale, i would recommend disregarding it. it has parry at 67 while dodge is 90. in the past, that may have been accurate, but they have very similar contributions to avoidance now.
use the item comparison instead, and you can easily see what your tradeoffs are.
