Well since you wont have shield slam untill level 40, you can level as arms until level 40, switch to prot at that point and then start learning the prot spec.
You can tank the lower level dungeons as arms if you want to try it out, since defensive stance has a built in threat modifier and makes it easier for non prot specced tanks to hold aggro, just slap on a sword and board and have fun.

using a 2H weapon as prot spec is horrible (i think that's what you were asking).
when questing, you really have 2 options:
level as arms (or fury) and just keep a 1H+shield to throw on when tanking - there is a talent early in the arms tree that increases the threat of MS to help with that.
or go prot (with sword and shield) and pull lots of mobs at a time when questing to try and offset the longer time it takes you to kill stuff.
either way is fine, so just decide what it is you really want to do. it sounds like you want to tank, so i'd say go prot, skip the 2H weapons completely and run lots and lots of instances with very short queues :)
questing is overrated, and can almost be avoided entirely these days.

Yes then you can respec to prot and go with a shield entirely.
Using a 2hander while leveling as prot isn't recommended, (same as using a shield isn't recommended to use when specced arms or fury, unless you are going to tank a instance), it can be done, but it defeats the purpose of the tree entirely since the early talents are focused on survivability with a shield and not offense with weapons.
If you really don't want to waste the sword you bought stick with arms, and go prot when you get shield slam or maybe even later when you get devastate at level 50, then you will have enough talents to use so it won't get too boring when questing.
But if you really want to level with a shield all the way you can do it, it will just take you longer to get each level.
The difference will be:
Arms small pulls and fast kills.
Prot: Large pulls and slow kills.
there is a talent early in the arms tree that increases the threat of MS to help with that.
Though when he will be at the level to get MS prot will be just a viable as arms.

I have just rolled a Warrior and currently level 21. With the same BoA gear as the OP. I am wondering if someone had a suggested level 40 Arms build tailored for leveling?
I plan at 40 to dual spec in to Prot but would like to optimize the next 19 levels in Arms.
Sorry if there is a guide listing leveling builds, I only see the Prot leveling guide.

I just started the same thing, I'm at level 30 atm, same heirlooms as above. I'm sure someone else will say something else, but I've been having a lot of success with
this
build. At 25 I put 1 point in taste for blood, then filled out 2 hand spec. before the last point in tfb. At 40 I expect it to look something like
this
. I used glyph of overpower to take advantage of the parries. I've had no trouble taking on elites or 3 (some 5) man group quests. Just keep an eye open, at times there are
blues
that are better than the heirloom pvp sword.
I've also had no trouble tanking instances with the heirloom

I don't really know if its smart or not, but I'm planning on ignoring the weapon specializations completely while I level. Even with the heirloom sword there are blue upgrades that you will likely get if you look for them/do instances. If you are switching weapons its pretty pointless to waste points in a specialization, and from what I understand the only one really worth it anyway is poleaxe. I'd rather put the 5 points in cruelty for the all around crit buff.

He has an heirloom sword so he can go for sword spec pretty much all the way to level 80. Another point to make here is that putting 5 points in cruelty would not help you get deeper into the arms tree, which you definitely want to.

the blue upgrades you find will quickly be passed over again by your BOA, since they "level" with you. you're better off taking the weapon specialty - yes poleaxe is better, but the difference is not going to be noticeable at this point.
as sakkura pointed out - cruelty alone is great, but delays everything you do in arms by 5 levels. i would wait and put points 52-56 in cruelty.
