Multi-target you want to thunderclap on CD, shockwave on CD, and then otherwise use Shield Slam, Revenge, Devastate. Cleave as much as possible.
On single target, Shield Slam if you are able, otherwise Revenge (if you want) and fill the rest of the time with Devastate. Heroic Strike as much as possible.

This can be a bit confusing with the answers you have received.
Your best bet is on trash with multiple monsters in a group charge in Thunderclap and shockwave to gain good threat on all targets. Cleave as much as possible (glyphed if possible) to keep threat on 2-3 targets easily. Tab around the mobs and watch your threat meters if someone is creeping up on you on one of the mobs start throwing devastates revenges and shield slams on that monster. If you have 4 or more monsters on you be sure to move around slightly to mix them up so your cleave hits different targets.
On a single target boss or trash pull I like to charge in thunderclap for the debuff. Use a priority "rotation" basically use Shield Slam if possible followed by revenge then devastate. Use heroic strike when you have an abundance of rage because it has a good threat modifier. Keep thunderclap and demoralizing shout debuffs up as much as possible to reduce your incomming damage.

Shockwave.
Revenge as soon as it procs at any time.
Then switch targets until evenly distributed with devastates.

TC/Cleave until dead.

Thats the best one IMO - for Multi if the rest of the Mobs need to run to you do a shield slam on your primary target then do TC once the rest of the mobs are close.
Practise on world mobs with Omen to get the idea. GL and HF

I've been a warrior tank since level 40, and I may not be the most experienced tank in the world, I do like to think that I know a thing or two.
I've tanked heroics for a while now, and a 10m raid or two, and from my personal experience, I don't really think the term "rotation" is the way to think of it.
Warriors are a very reactive class, and I don't usually face any particular fight in the same way.
What usually works for me is the usual charge-thunderclap-shockwave pull, and from there kind of improvise.
If you've got a ton of mobs that have to be AoE'd then hit TC and cleave as often as humanly possible, til everything's dead and you get to move on. Glyph of Devastate helps for multi-mob aggro too, and also gives chances at Sword and Board procs, giving a free threat and damage boost.
Bosses are a little different, I don't really think of it as a rotation, more of a priority.
I charge in, and use Shield Slam to get that first bit of threat, then start spamming Devastate. From there, my priority is Revenge - Shield Slam - Concussion Blow - Devastate - Heroic Strike. If i'm having serious aggro problems, I can use a Heroic Throw, it's free, instant, and doesn't cost any rage, and it's probably off CD.
This is just what I've experienced, and I'm sure others will tell you other strategies. I just hope that my input could give you a little help!
