You should be in Cat form. Also, your weapon and offhand are both terrible- try and get a green 2handed mace off of the AH, preferebly with +Agility and +Stamina, but if you can't even a white 2 handed axe from a vendor will give you better damage. Overall for feral you should be getting Agility, Stamina, and Strength as your main stats for leveling, probably in that order of importance. Your talents are fine.

Your ring, belt, and cloak are the only items that will help melee dps.
2h or 1h weapon, white won't help you at all. You need a green weap with strength and/or agility on it. It is strictly used for stats, as well as the rest of your gear. Feral doesn't use weapon damage.
Maces are trained in Iron Forge I believe. Polearms in SW, but you won't find one of those for a while and you should already have staff training.
Bear is terrible for you because you don't have any stam or melee stats(and cloth lowers your armor count as well). The more attack power, strength, and agility, the more damage you will do and the more rage you will have. Bear is definitely slow tho, and isn't that amazingly resilient until later levels when you have Leader of the Pack and imp LotP.
It does help in STV tho if you are still a lower level. The tent camp in STV has a few chains that will improve your leather gear as well. I had the redridge mace(link in previous post) for quite a while myself.
You should have only leather gear with agility, strength, and/or attack power on it in every slot. Cloth won't have those stats, so look for the proper stats and you will do much better.
