Your DPS is fine for your gear. I've seen higher and I've seen lower from similar gear. Switch out the gem in your headpiece. I also think it's been stated that the 21Agi meta brings more total effectiveness.
But moving on, the problem may be in your "rotation" especially if you're married to it. Hit up elitistjerks.com for some very recent information thats been added on DPS and longevity.
I'm sure you've heard and I dont have to tell you, but for reiterations sake, I'll say that we dont have a "rotation" as an arms warrior but instead a priority list. I noticed Sudden Death procs come close to the end of the rotation list you've posted. I should hope those are actually getting priority over TFB procced Overpowers and slams. Only Mortal strike and Rend refreshes should take priority over a fat execute in my experience.
Also this is situational, but pop Bladestorm whenever you're sure the tank has threat. It's only got a 1.5m cooldown, you might be able to use it 3+ times a fight. Time your trinkets with it. (I even use bladestorm during execute spam mode)
Edit: WOAH! I dunno if this is an armory glitch or not, but appearently you didn't talent Overpower? Shaaaaaaaaaaaaame! You're also over expertise cap. Get those points outta weapon mastery and get 2/2 Improved execute and Overpower.

Once you switch the meta out, Pop a Nightmare tear in place of the green gem in your head. It'll take care of the meta requirment.

Expertise Cap
The base expertise cap before talents/racials is 213.135 rating
Master of Arms is worth 16.395 / 32.79 rating
Weapon Mastery is worth 32.79 / 65.58 rating
Human Sword/Mace spec is worth 24.5925 rating
Dwarf Mace and Orc Axe specs are worth 40.9875 rating
Take the base rating and subtract any of the above values that apply then round up to the nearest whole number.
Armor Penetration
The base cap for ArP is 1,399 rating
Battle Stance is worth 139.9 rating
2xT9 is worth 83.94 rating
Grim toll is worth 612 rating
Needle-Encrusted Scoprion is worth 678 rating
Mjolnir's Runestone is worth 665 rating
Take the base rating and subtract any of the above values that apply then round up to the nearest whole number.
My general rule of thumb for gemming arms is as follows.
Relentless Earthseige Diamond for the meta
Nightmare Tear in the most beneficial non-red, preferably blue socket bonus, usually the head, legs, or chest
Yellows offering ~7 or more strength are to be matched with Etched (strength/hit) if below hit cap or Inscribed (strength/crit) if above hit cap
all reds, blues, not including the Nightmare Tear, and yellows offering less than ~7 strength are to be filled with Precise (expertise) if below expertise cap, Bold (strength), or Fractured (ArP)
only if
you can reach your respective ArP cap by doing so
Everything looks good for the most part.
You're well over your ArP soft cap, farming Mjolnir's Runestone from Thorim(10H) to replace NES would give you a trinket with roughly twice the uptime while still being well above your respective soft cap.
For some min/maxing I'd put an Etched (strength/hit) in the helm's yellow, an Inscribed (strength/crit) in the legs' yellow, the Nightmare Tear in the boots' blue, and change the wrists' Vivid (hit/stam) to a Bold (strength) or Fractured (ArP) but this is strictly for min/maxing and generally not worth the cash.
There's really no reason to need Deflection as a PvE dps, those points may prove a little more useful in Improved Charge.
Glyph of Enduring Victory may prove more useful than Bloodrage but once again, the difference is minor.

Ignoring expertise to rely on OP is a poor choice, yeah you'll get more opportunities to OP but at the cost of other potentially stronger attacks like MS or execute being dodged to do so wasting both time and potential damage

I don't know why you think you will have more opportunities to OP with low expertise when every time rend does damage it activates your OP. Can rend not be dodged or parried? (Even though that would give you one OP, I think)
Just gunna say Expertise is important because minus OP you will have a large chance to get dodged on everything you do. Which will suck.

OP hits harder than both of those...
i didn't believe this thing about not being expertise capped either, until i saw some actual testing results that showed otherwise. it's not hard to get expertise capped as arms, but if you're having trouble for whatever reason, i'd certainly recommend giving it a try.
the idea is that although you are losing some DPS via dodges, you are gaining stats (by not having to gem/enchant for expertise) as well as extra OP procs (your best attack). the rotation does change (putting OP first), because your OP is no longer limited to TfB procs.
don't discount something that you haven't tried just because it doesn't sound right.
