Well, I'd start with getting your T9 gear. The
helmet
and
pants
cover a lot of needed hit (more than half of your hitcap). I'm actually over hitcap right now, gear with hit becomes much more abundant in raids.

I wouldn't aim for the trinket if he intends to play moonkin on the long run. The trinket is basically for resto druids who want to do a bit of moonkin dps while not wanting to completly change their gear to optimise that role.
Emblems of frost are rare and you need them for a lot of stuff (T10, belt, crafts, ...). If you really need the hit in a temporary manner (while you are looking for other hit items), get the triumph hit/haste badge. While the haste proc is mostly useless, the cost is cheap and as i said the frost trinket is not something you want to keep on the long run either.
Else just get the sundial, it's still a very good trinket.

It covers any hit you might be missing from the t9 gear, plus i personally prefer use trinkets over random proc trinkets. Its always nice to be able to get that boost when you want it instead of at random times.

only difference with those vs the chance on hit trinkets, are the cooldowns.
usually the chance on hit will proc each time their off cooldown. aka, every 30 or 45 seconds.
for the on use trinkets, you're waiting ~2 minutes.
chance on hit trinkets are better. imo

this staff
from heroic PoS puts you at 265, which is nearly perfect. Then you can concentrate on getting to the haste softcap and then stacking crit with all your other gear. It's the simplest way I've found to take care of the hit cap and requires no raiding, just heroics. Judging from the number of people I see running around with this staff, it shouldn't take very long to aquire :)
