In general, you can get away with being below the hit cap as opposed to the exp cap. Hit reduces your chance to miss, while expertise reduces the mob chance to dodge and parry, so point for point, expertise is better.
That being said, it's not too important to be at the caps, certainly not enough to stress over. Threat isnt really an issue in WotLK, if it ever becomes one, macro a raidmark to a attack (I use shield slam), it reduces the need for aoe threat and makes mob management much easier.
Also, why is your expertise target 214? It should be 164 with
Vitality
.
I suggest that you drop
this
into yellow slots if you are hell bent on reaching the cap and obviously, expertise gems into the red slots. Pick the best bonuses, stamina in the rest.
This should be more than enough to reach the caps, allowing you to enchant stamina on the rest of your gear.
On a related note, get the claw, it's better and easier to get.

You dont need to cap hit or expertise for tanking (period). Its nice but there are higher priorities (def cap and than...stamina, stamina and more stamina).
Also your socket colors are irrelevant. Unless you need a red (purple) for you meta. or some def for the cap, you should socket everything with stamina, unless the socket is stamina as well and you dont sacrifice much of it to reach it.
As for the rest, for the love of god learn the elemental gemming rules. AP for warrior - a big nono, crit for any class - a nono, haste for warrior - a nono, undead slaying on weapon - a joke, crit rating meta instead of agi - a nono.
All in all you fail in almost every single aspect.
As for the spec. No Imp Slam? Horrible... Unbridled Wrath - a joke, Iron will - lackluster. Glyph of Rapid Charge - wut?
If you spec and gear for prot looks similar i dont want to look at it.

The Claw is better than the Axe because 31 dodge rating is better than 31 block rating. The speed difference is minimal, you'll get slightly less potential HS/Cleave, but you'll gain slightly more damage on Devastate/DeepWounds.
