Why not? A dps warrior shouldn't care about armor type that much and it's a clear upgrade for him for pve purposes. If he participated in the raid, of course he should be allowed to roll for the item.

It's leather, so roge gets first call. If it was a dps warrior vs a resto druid then the warrior would get it. If you start ignoring armour type then it creates a gear problem for certain classes, the dps warriors can have all their plate and the leather. Rogues only have the leather.
It's only fair to give first call to the class / spec it's designed for.

He has the same priority as the rouge.
Armor doesn't count in PVE.
If you get aggro you'll probalby get 1 or 2 hited anyway.
That's true, but it doesn't take into account the itemisation of different classes. ie as I mentioned if you ignore item type altogether than those classes that can wear heavier armour have a wider item pool while those with lighter armour have the few pieces available to them taken by other classes.
so priority should be
spec & correct armour type
spec different armour type
off spec correct armour type
giving priority to spec but also taking into account the armour available.

Should he be allowed to roll for it? Of course he should. After all, he helped with the encounter just like everyone else.
Would he roll for it? If it were me, NO, I wouldn't roll for it even with my enchanter unless someone asked "Roll for shard?". More than likely, the warrior would either let it go (Pass) or roll Greed.
