Receiving Communion at a specific time is not in the Bible, nor is fasting a certain way at a specific time (discounting the Old Law, which isn't being taken as normative in this regard). But Communion itself is (arguably), as is fasting.
What the Church does is take things and make it practical for people to follow them through Cannon Law.
The Bible very much supports fasting. It's the specific implimentation of it that is what comes from the Church via Tradition.

I fully agree that the Bible supports fasting. That's all I was questioning - the idea that the principle behind abstaining from meat on Lent'ed Fridays (as opposed to any other day of the year!) is primarily one based in tradition.
