Since hunters now use focus why not have aspect of the viper double your focus regen (stacks with steady shot) but reduces your attack power by 40%
Should reduce damage I'd think.
Otherwise I like the idea.

Unholy Wrath
Creates a chaining disease doing x to y dmg every z seconds spreads to all emamies within x distance
Make the damn ghoul a real pet without the damn talent already!
Lich's Blessing = Raise Ally?
Unholy Wrath = Pestilence?

Mage ideas: Presence of Mind is a base skill, available for all Mages at level 40. Arcane Barrage is moved to Presence of Mind's place in Arcane.
Arcane Pulse (Requires 50 points in Arcane talents)
73% of base mana, 3 sec cast, 30 yard range (Rank 1)
The Mage focuses arcane energy, then releases it, causing (Moderate to high) arcane damage to all targets in a 15 yard range of the current target.
Infinite Knowledge (Requires 55 points in Arcane talents)
Increases your Intellect by 5/10/15/20/25% of your Spirit.
Arcane Shock (Requires 60 points in Arcane talents (I know Cataclysm is limited to 76 talents... I just had an idea for a lev 90 one))
44% of base mana, instant cast, 35 yard range, 12 sec cooldown (Rank 1)
Instantly shocks the target with arcane energy, dealing (Think Kill Shot, maybe a bit lower) arcane damage. Also increases the damage of your next arcane spell other than Arcane Blast by 10% for the next 12 sec. Can only be used on targets with less than 20% health remaining. This spell and Presence of Mind cannot be used within 10 seconds of each other. If the target dies when this spell is cast, you regain 10% of your total mana over 9 seconds.

Arcane:
Gravity bomb
14% of base mana, 45 sec cooldown, 1,5 sec cast, range 30y (35y Talented)
Range AoE targeting style like blizzard - Pull all enemy from 12y perimeter to center of gravity bomb, and slowing them by 30% for 3 seconds. Doing 420-620 Arcane dmg to all targets within 6 yards of center after pull.
Time stream
10% of base mana, 24 sec cooldown, 8 sec channeled, range 20y
Affect target by time shift, reducing speed, attack speed, cast speed and damage done of target by 85%, also make target immune to damage and heal, can be used on both, friendly or enemy target, stack with Slow.
edit: Also affect targets protected by Divine shields etc. Channeling of Time Stream cannot be interrupted.
Clonning Blink
14% of base mana, 180 sec cooldown - Mirror Image shared CD, instant
Preform blink by 12 yards, after 2 sec another blink is preformed, on end of each blink and at start of first one will be created mirror image. Mirror Images created by this way will last only for 18 seconds.
Time Trap
10% of base mana, 45 sec cooldown, instant, range 16y
Place time trap on target location last 30 seconds, any enemy within 6y of traps perimeter, will be time shifted (teleported) on the location where he was 6 second before. This effect also refresh magical debuffs on target.
Focused blink
30% of base mana, 24 sec cooldown - Blink shared CD
Player will be teleported to target (within 18y range). If target was friendly, next 3000 dmg within 3sec after FB (focused blink) done to that target will be prevented. If target was enemy next 6000 heal done within 3 sec after FB, will be redirected to mage.
Focused Magic

still same cost, range etc, but work only for 5 min. after cast.
Can be placed on both, enemy or friendly target. On friendly increasing critical chance by spells by 4% if that target score critical hit, damage done by you and your party / raid is increased by 3% for 12 sec (stack with 3.3 Arcane Empowered bonus). Placed on enemy, reducing ressiliance effect (not rating, directly effect) by 5% to be criticaly hitted, and reducing 12% crit reduced dmg.
Arcane Grip

Mage can wear two staffs (using wand slot) or two one handed weapons + off hand (using main, off hand and wand slots), this talent disable meelee autoatack of mage. (I will think about some way to balance / nerf it :) ) (staffs / swords / daggers / offhand will be levitating around him in circles)
Glyphs:
Glyph of Advanced Mirroring - Arcane / Fire / Frost - Unique AM (1)
Arcane: Mirror images will cast lowlv Arcane barrage rather then Fireblast, low lv Arcane Missiles rather then frostbolt, also use 20%/20%/10% slow on non-slowed targets.
Fire: Mirror images also cast low lv living bomb (on targets non affected by higher level or same level of livinb bomb), +25% dmg of their fireblast, and casting low lv frostfire bolt rather then frostbolt
Frost: Mirror images dmg of frostbolt increased by 5% and use bonus of your perma frost, also chilling effect of their frostbolt have 3% chance to trigger Fingers of frost on you. At additional, your Mirrors image will be Shielded after summon by low lv of Ice barrier.
Glyph of Time stream
Reducing target dmg recived only by 50% (not 100), but reducing efectivity of slowing / dmg effect to 60/60/60/60%
I have much more ideas, almost for every class and talent tree for example:
Warlock
Devouring invert
8% of base mana, 50 sec cd, instant cast, range 30y, (place debuff on target)
Next heal done to target within 6 sec will be prevented, also target will recieved 25% dmg converted from heal. If debuff is dispelled by any effect, even divine shield or ice block, all enemy targets within 8 yards of afflicted one will be silenced for 5 seconds.
Glyph of Devouring invert
converted 7% more from heal.

World in flames
, talent - totaly redesigned
If someone is in 5y perimeter on target effected by any of your DoT (except Living bomb) when DoT tick, DoT is cloned on that target. (in other word: your DoT create chain reaction between players / mobs, important for next ability)
Fatal trigger:
36% of base mana, 120 sec cooldown, 28y range
Ground target AoE 14y perimeter, all DoTs on players/mobs in target area will be consumed, doing remaining DoTs dmg timed by 2,5 in 4yards area. This effect can be critical.
Inner burnings, talent
Increasing dmg of your DoT effect by 1/3/4/6/7 %
Embrace of flame, talent
Any fire dmg done to you, or target in 4/5/6y perimeter of you, will heal you for 1/2/4 % of it´s dmg.
Blinding inferno
7% of base mana, 36 sec cooldown, 2 sec casting time, 30y range
Send extremly fast moving ball of flames on target, doing 1500-1700 fire dmg + 500 dmg over 5 sec to target, blinding it for 4 seconds. Blind target can move and act normaly, but cannot see/target anybody else. (Like effect of invisible, but screen should be red + flames, rather then invisibility blue.) Blind effect can be break by dmg. (Almost same threshold like lock´s Fear)
Lava elemental:
12% of base mana, 180 sec cooldown (shared cd with Frost elemental), instant, range 26y
Summon Lava Elemental on target location, creating blast weave doing 800-1100 dmg and pushing back all targets in affected location (much weaker push then normal blast weave from mage), Elemental last 45 seconds.
Lava elemental abilities:
Destruction smash
9sec cd, range meelee
950-1400 fire damage, dazing target for 3 seconds
Lava pit
35sec cd, 40y
Ground target AoE, 9y perimeter. Targets in lava pit are slowed by 40%, and recieving dmg 400-600 fire per 3 seconds. Last 10sec.
Meele attack doing 310-400 fire dmg, swing timer 2,5 sec

Glyph of Advanced fire:
Your fireball have 40% chance to explode on impact, causing 120-200dmg in 5yards + 120 dmg over 4 seconds (//Maybe talent will be better then glyph..)
Glyph of Impact:
Increase length of impact´s stun by 0.5 sec
Glyph of Blinding infermo
Increase duration of blind effect by 2 seconds, and increas blind threshold by 25%, but remove DoT effect.

Cruel Aim
3% of your base mana, 120 sec cooldown, instant, range self
Damage of your next ice lance, casted within 6 seconds will be multiply by 1,5 and target will be affected by one of:
Blindness - target is blinded for 2 seconds (dimishing return with Blind from Bliding Inferno, and have same effect)
Cruel pain - target will run away in fear for 3 seconds.
Nerve damage - target is immobilized for 3 seconds, under this effect shapeshift cannot be preformed.
Frost stability
, talent
Silence effect, and magic shool locks against you are reduced by 8/16/24%. At additional Incoming arcane, fire and shadow dmg is reducet by 1/2/3%, also chance to by criticaly hitted is reduced by 0,5/1/1,5%
Frost Salve
6% of your base mana, 120 sec cooldown, cast instant, range self
Cast time of your 3 next frostbolt casted within 12 seconds are reduced by 0,4 sec. Global cooldown after your next 3 frost spells are reduced by 0,25 sec.
Cold cataclysm
26% of your base mana, 90 sec cooldown, channeled 12 sec, range self - Shared cooldown with ice elemental and deepfreez
Create 14y perimeter around you. All nonfriendly targets in this zone are chilled every 3 seconds for 8 sec (slowing enemy by 70% + permafrost bonus including heal lowering effect and frostbite triggering), every spell cast in this zone have 70% chance to fail (at begin of every 1 sec of the cast), all damage done to you while channeling is reduced by 40%, all heal in this zone is reduced by 80% (all healing effects). All enemy targets reciev 800 damage every 3 seconds. Every target crossing zone borders in any way will be deepfreezed (stuned) for 4 seconds. While channeling mage is immune to interrupt and silence, channeled time of this spell is not affected by haste, and this spell can be channeled while stunned.
Edit: nerf 1) If mage himself interrupt channeling of this spell, he recive 2000-3000 frost dmage (+0,54 cof) and is freezed on the place for 5 seconds.
Freezing mastery

Increas duration of your frost nova by 0,5/1/2 seconds, frost nova can take 7/14/20% more dmg before breaks, frostbite duration is increased by 0,3/0,6/1 sec. Global cooldown after deepfreez is reduced by 0,4/0,8/1,2 seconds.
Legacy of Frozen Thorne

0% of base mana, 10 min cooldown (usable in Arena) , range self - shared cd with Coldsnap
Mage turn himself into Frost Wrath, locking his Arcane and Fire school, in this form silence effects, stuns and spell locks are reduced by 80%, Armor is Increased by 300%, Healing recived is decreased by 100%, effectivity of Ice barrier is increased by 30%, cooldown of ice barrier is decreased by 8 seconds, max hp are increased by 20%, Frost resistance is increased by 220, Frost damage dealing is increased by 15%, global cooldown is decreased by 0,2 seconds. Ice lance bonus against frozen target is multiply by 4 times, instead by 3 times. At additional Water Elemental is Turned into Frost elemental) Mage in this form is immune for slowing and polymorfing effects. Last 45 seconds. (cannot be dispeled in any way, even cannot be canceled by mage)
Frost Elemental (caused by Legacy of frozen throne ability)
max hp +40%, immune to banish or fear, reset Elemental timer
Abilities of Frost elemental:
Frostball (range 35y, 2,5 sec cast) - 1100-1450 dmg, 20% to frostbite target and all nonfriendly targets in 3y range for 1,5 sec.
Frost grip (range 20y, instant, 20 seconds cooldown) - Interrupt target´s spell cast or ability. Also dispell one helpfull effect from target.
Final vengeance (range 35y, instant) - Frost elemental sacrifice himself, AoE ground targeting, 12yards perimeter, all targets in affected zone are Deepfreezed for 5 seconds.
Glyphs
Glyph of Ice cold precision: Target will by affected by two effect of Cruel Aim after hit of enchanted Ice lance, but damage of Ice lance is no longer multipled by 1,5. At addition effect of Blindness is increased by 1 seconds.
Glyph of Final Cataclysm: Any fire or nature spell going through border of Cold cataclysm zone is prevented. At additional any frost or shadow spell going through border of Cold cataclysm have 33% bonus damage.
