Threat is non-existent in PvP so all moves like Feint, Cower, Fade, etc. can be taken off your bars, you shouldn't be using them at all.

That's not quite true. Feint reduce the damage you take from AoE attacks. Also if you're a spriest with the proper talents you can use Fade to remove all movement impairing effects. Same goes for the hunters threat reduce spell which causes them to jump back. So as a rogue Feint is very useful vs AoE attacks , especially versus Arms warriors and their Bladestorm.

Nope, both use the global cooldown. The only way to use more then one ability in a macro is if one of them isnt on the gcd.
