They could do it where gear levels go up the further in you get.
So say, you could be up to the 15th boss, and be geared enough to do the hard modes for five or so. (unless they're now scrapping that whole idea for heroic raid = hard mode -_-)

that is so clearly a joke
theres no way that a raid has 31 bosses just think about it
But thinking about it there might very well be many bosses than normal
1. Lich King
2. Sindragosa
3. Falric and Marvyn, Arthas captains
4. some San´layn, the Blood Princes who raised Arugal (although i think this will be only one encounter like Council of the San´layn, or something)
5. Mal´ganis, seeking revenge on the Lich King
6. Bolvar Fordragon and Saurfang the Younger who were seen in a Vision of Yogg-Saron (although i think also that this will be only one encounter)
7. Salanar the Horseman and Knight Commander Plaguefist, who were seen in Acherus but nowhere in Northrend, might be joined by another 2 lieutnants and being the Four Horsemen of Icecrown Citadel
8. The Cult of the Damned, who has 2 important Leaders in lore could be in Icecrown Citadel discussing things with the Lich King

yes Icecrown Citadel do is big, it is not a Citadel like Black Temple to you who dont know
Its going underground, the highest peak of the Outer citadel is the Frozen throne, seat of the lich king
It might be expanding through all of northrend including some Faceless one bosses

I love it how so many people are doubting that the 31 GC presented indicates a boss quantity when he's clearly said "boss" in the quote.
Just because it might be quite a high number doesn't mean it won't happen. I'm sure there will be encounters geared for the casual and hardcore alike and given the debate that's raged since
WotLK
's launch between the two factions, this is exactly what I reckon they're going to address. They've shown with Ulduar that they can balance this quite well.
