ArPen works better if you have to choose between the two, strength still owns all though.
You got any proof of that? I'm aware that ArP is weighted higher as a regular Ret Paladin but aren't a significant amount of our damage as ProtDPS holy?
I'm no theorycrafter or numbercruncher but afaik ArP does not affect holy damage ..
At the same time though, we're spamming instant spells, and in now way haste helps with that. But saying that, I'm not sure how many abilities we have that are considered melee and not holy so both seem pretty lackluster unless I'm missing something.

Of the two, ArPen is probably better, but you'd be hard pressed to justify why. (Gut feel, tis all, not feeling up to the maths right now.)
I didn't think that there was that much ArPen/Haste gear in Ulduar - there does look to be a lot of good standard gear focusing on hit, crit, Str, lots of gem slots. Have a go in the Furious Gladiator gear, and let us know - in theory, resilience should work great along with Ardent Defender to keep you alive in those last few seconds. You're not a class that's going to get bursted down easily.

Since most abilities are Holy damage, ArPen doesn't help much except perhaps on melee swings. And because all of our abilities are instant-cast, Haste only helps our melee swings. Either way, you're not getting much.
So I'd say the real answer is that of the two, Strength is the proper choice. XD

I believe they are still partly mitigated by armor (please don't quote me on this, just from past experience). However if I'm wrong, feel free to kick my ass.

We're quite fortunate to have holy damage on our abilities since it's the only spell school that cant be mitigated in any way (this isn't entirely true but more to come).
There is no holy resistance (thanks 2.4(?)), and since it counts as spell damage it ignores armor.
THOUGH just like any other attack it will be mitigated through damage reducing talents such as, Imp righteous fury, Shield of the Templar, Guarded by the light to name a few familiar examples. Which is most probably what you have experienced :)

how will the change to Exorcism carry over? Seeing as it has a 1.5 sec casting time, and you won't get the instant cast from AoW, will it still be viable?
Exorcism won't change. 1.5sec cast time still allows it to fit into the rotation - the only problem will be suffering spell pushback if you get hit at the wrong time, and the fact that you can't keep melee'ing while casting. But realistically, for most purposes, you can slot it into the rotation without worrying, since you don't need to keep up your block/parry/dodge like a conventional tank does.
I'm not sure about the numbers - I think that Exorcism will do more damage than melee'ing and not casting anything, and we've already got free GCDs. But I'm not sure.
As for your gear vs Ret, I don't know if you can do more as a Prot DPS, we haven't had many good side-by-side tests, with someone who can pull off a good Prot rotation. But generally, it'll be within 10% of your Ret DPS. If you're in almost all heroic gear (sorry, no time to check), then you should probably be doing more than 2k dps though - in half crafted blues, you should be aiming for about 2.2-2.4k dps in a stationary boss fight. In that respect, if you can 'tank' and know how to keep a good 9-6 rotation, you might get improvements from Prot.

Hope this helps with questions, just finished a Heroic CoS and hit 2.2k dps, had to prove to a ret pally and balance druid i could dps :) Mission accomplished, they are believers now! :)
No offense, but I do over 3k dps in a timed CoT run (total) while tanking...
I like that you guys try and all, but it's only good in PVP tbh, in PVE it's just... gimp.
Would be the same as making a melee hunter spec, it works, but it's not meant to be.
So far we're doing less DPS than ret in lower gear levels (up to ulduar 10 gear actually) but after that protribution scales better with str than ret does thus we start gaining and passing ret on DPS.
Sure it's awesome for PvP but it's really very very very wrong to say that it's not viable for PvE.
Unless you have access to ulduar gear, you're most probably going to pull more DPS as ret. But after that you'll atleast be able to do an equal amount of DPS.
And i'm not basing this off me saying/thinking so. But the tests that has been given to us so far protribution has been ~200 DPS below ret (and no offence to anyone but it seems like the prot rotations havn't been as good as they could be).
So far we havn't had any tests with higher gear levels as well so the assumption that it scales better is mostly based off seeing that at a heroic entry level the difference is bigger than on a raid level (protri gaining on ret).
Nobody ever said that we're gonna be the be all end all DPS spec. It's an alternative way to do viable DPS, and so far our biggest issue has been threat. Which is basically what's holding us back at the moment.
Comparing this to a hunter melee specc is just wrong. Hunter melee specs is gimping their DPS by as much as 50% we're losing ~5-10% at low gear levels.
