Blizzard has to try and balance both at the same time
Not sure I agree with this. It assumes Blizz has ever seriously tried to balance things, which is at best debatable. That said, they HAVE effectively revamped the game as far as PvE raids go. You really can't compare current 20 mans to vanilla 40 mans in any way. I only say this to point out that they could in fact make major changes to balance PvP is they ever found the will.
The problem is that WoW often focuses on PvE content more then PvP...
In fact I'd argue that Blizz has nearly ALWAYS shown preference to PvE.
Even when they make changes to balance PvP as soon as it becomes obvious that they've effected PvE as well those changes tend to be reversed.
Clearly you think that PvP is being neglected. All I did was inform you that its like that because PvE is the main focus of the game.
And I just got a 'QQ' flag from it because it sounds like you were whining about how neglected PvP is.
Oh, and never bring in politics into a Wowhead forum. Thats a little unnecessary, and a wee bit ridiculous.

Tell me there is a 10% representation for each class in each bracket. Is there?
Now tell me a single spec from any class that, if specced decently, does not get a raid spot. Of course, having in mind the roles of tank, heals and dps.

You know, Blizzard COULD add a second lifebar that's used only in pvp, thus allowing us to survive more than 4 seconds and keep our burst damage

I think that everyone who ever whines about rogues' 'OPness' should PvP with a rogue and understand how much effort / skill it takes to actually time everything right, and to not press the wrong button accidentally, so that things do die. A lot of classes do have it easy, paladins and Dks especially in the fact that they CAN PvP without much effort.
I'm not saying that Dks are really easy to play and you can kill everything without trying, but you can at least have a good chance without really putting any effort in. Mages and rogues (I've never played a lock so i can't comment there) on the other hand, you need to try hard to do anything at all, for if you don't, every class will constantly be on your back. And when that happens, you will be a squished mess on the floor and be spending more time as a ghost than you are alive.
