Make murloc unlockable as a playable race. Make the requirements ridiculously impossible and time consuming. Make murlocs unable to communicate with any NPC (wtf does lurgllllruruguull mean?). Make murlocs get a progressively worse debuff if they're out of water for more than 1 hour - have water act like an inn for them.
Star Wars Galaxies had unlockable Jedi, maybe make murlocs similar.

btw, why not come up with a completely brand new race? I mean, there are apparently whispers that Blizzard is thinking of opening portals in Outlands to other realms, so why can't somehting come from there?
Also, how about a new or existing nuetral faction that ANY race can join? Like you can become a citizen of Dalaran, or a member of the Argent Dawn or (as some people said already) the Cenarion circle. however, you have to reach a high enough level (depending on which faction you want to defect to) and then you have to do a long quest chain in order to prove yourself and detach from the horde / alliance. All members of the opposing faction suddenly turn Unfriendly to you and still refuse to sell to you or give you quests, but you can now enter their cities and gain a whole boatload of new quests or maybe even an Auction House that can buy from or sell to both factions.
Or you can defect to the opposing faction, now that would be interesting. EQ2 has the betrayer quest lines so it's not like it's unprecedented.
I really like the idea of a player defecting. I just don't like the unfriendly part.
Also, what do you mean by portals to other realms? as in other servers?
