Two things from a newbie here.
1. I've started completely reworking my UI and there's one little thing that bugs me. When you hover over chatboxes, they get a darker border around them. I'm not sure if it's a residual element from something from my old UI, but I remember it being around before that.

If it's part of the Blizzard UI, is there a way (or an add-on) that could get rid of it?

Well welcome, first things first. Don't worry about hiding your name, most people don't give a damn. When I get ingame messages I actually feel flattered :3
Okay, about the UI, that black thing is in the default for wow and I don't know how to get rid of it, I believe most of us just learn to live with it.
I believe the addon you're looking for is KGPanels, with some obviously custom panels inserted.

1. I'm almost positive that the "Make chat windows non-interactive" option in blizzard's default options hides that hideous mouse-over panel.
2. Like Krow said, they used kgPanels. just make a panels' background 1-3 pixels high with all offsets set to 0 and set it to gradient with one of the two colors set to 0% opacity.
Edit: I just noticed that the quote boxes are rounded off now, looks really nice. o.O

But hey, it works for me and I think it looks okay!This is probably the most important part about ones personal interface :3
The people here that tend to get bashed, don't configure their addons at all.
At any rate, i don't get how people can play without any buttons at all >.<
And it kinda looks like your raid frames are overlapping each other

Nah, the quote boxes were recently changed, they're beautiful :3
Also, making the boxes interactive works, but is not exactly the most ideal option, since you will not be able to click items in trade / guild or quests, ect.

Nothing fancy. Just used a collection of widely available mods. No custom panels, etc. But hey, it works for me and I think it looks okay!
Maybe add a little transparency on the MSBT text? and get ErrorMonster addon to remove the spellnotready spam.

Bah. I guess I'll do that for now, I don't think I'll have anything too important to click on for a while.

...Not really liking the bar texture, but that's just me being tired of the default blizz texture >.>
Does anyone know if it's possible to make a kgpanel, that when i target a player/npc it becomes class/hostility colored?

Yeah, kinda went back to defaults there. Switched it over to Glaze, which I like a little better. But I suppose I could look for an art pack with bar textures for sharedmedia if such a thing exists?
