HFB now is pretty good, just a bit annoying for the refresh.
they have reworked it, and they buffed the utility in PVE without making it strong for pvp.
if there is a good designed rogue talent, its HFB. there are other bad designed rogue talents (RS in sublety 5 points is a good example)

How can you say HFB is "well designed" and then go and say RS is not? RS serves a simple function. HFB is becoming the "oh ****, we need to fix Rogues... ok throw THIS into the HFB clause!".
It's becoming the only talent devs are willing to touch out of fear of "accidentally buffing PvP". Soon we're going to have the HFB tooltip be 7 pages long because any change they want Rogues to have will get added on to the end of it.
If any other class had a talent that increased their damage done by EIGHTEEN PERCENT, it would seem extremely OP. Could you imagine if the 51 point Arcane point for mages was like HFB? We'd be QQing
so
hard. The reason nobody's really QQing about this for Rogues is that without it, Assassination is useless. It's become THE only talent that is being focused on.

I think HfB is a PVP skill when I first read about it.. What pops in my mind is that, "oh.. CoS + HfB -> Vanish + Sprint = 100% safe to run away..."
consuming Bleeding Effect? I just found this is useful on Gundrak last boss in PvE..
imo HfB is really a flawed design for us rogues..

RS was in assasination tree, and was giving the same bonus for only one point. now we must throw 5 points in sublety just for that. that's not a good design imho. (anyway is one of the best, if not the best talent we have)
HFB like now is good, u need a bit of skill to keep it up, but TRUE is really annoying.
keep in mind that dagger damage will never keep up with fists or sword, so we needed a direct damage upgrade -> HFB. yeah they could havemade soemthing better, but im happy of that.
assasination needed more dps, they gave it more dps. straight. also working this simple way can make the rework on it easier.
if u tell me "HFB is not so rogue-ish", that's right. if you tell me "HFB does his work in a bad way" that's wrong.
