This is absurd! All loot should be de'd and sent to my AH toon for further processing.
I would say for 'best of slot' everyone should have same rights.
For upgrades, I'd say it should first go to whoever can use that armor type and non-higher (so leather to rogues only), if none of that armor type are interested, than anyone else can take. For example if rogues/druids don't want leather, let paladins/warriors/hunters/shamans/dks roll.
I don't believe in 'biggest upgrade' because normally what happens is people don't craft gear that's easily available, but instead come to raids in their blues, and now all of a sudden a person with a crafted weapon has a disadvantage over someone who didn't spend any effort to get one.
But it is a very hot topic, and everyone gets upset discussing it.
I've recently gotten mad at by a warrior-tank because I wanted to roll on leather gloves for my ret pally. The gloves were a good upgrade from my blues, I would have only lost HP and armor, but every other stat was an upgrade. He said if I roll need, he'll roll need. We both rolled, and he won ... I asked him to at least use it for offset.

My guild uses LPS, which dictates that you are allowed to take any item that damn well pleases you to take, but it will cost you when you want to take other items.
Many other guilds use a 'merit points' system, such as DKP, which dicates you can take any item you want as long as you have the points to take it.
Many of the warrior plate drops for example, are WORSE for a warrior then +str leather drops. This is PvE: unless your a tank, armor is not a priority, stats are.
While it is all to common that some Holy failadin is rolling on every piece of caster gear in sight, with a dkp system they wont be able to do that for long. Ironically the only really good itemized items for Holy paladins are plate (which no one else can use) and some types of caster mail.
In short: if it Isn't your best-in-slot, give it to the class who is designed to use that type of armor, if it is, its fair game. The exception to this rule would be if that other class was taking that item for 'offspec', or it was a 'sidegrade'. As for offspec rolls, everything is fair game at that point.
Let's face it, people raid to get gear, not for 'the benefit of the guild'. Keeping the previous statement in mind will clear your head when rolling on items. Everyone is in this for the same thing, so treat them as you want to be treated.

Anyone can roll on anything at any time. It's up to the raid leader to distribute the loot properly. Opinions vary.
Durrrrr! I'm sure sonytendy is aware of that. I think he's collecting the opinions of others.
My own opinion?
Straightforward itemization these days makes loot choices much more narrow (and consequently much more simple, yay).
Say you're a resto. shaman. If you're so desperate for tiny upgrades in stats, that you're rolling on leather and... cloth(!)... (which tend to have Spirit and not MP5 anyway), then you either:
(a) don't understand your class and its stat priorities,
(b) don't know where to find appropriate gear, or
(c) are a horny loot #$%^& looking to liquidate as many items as you can (unsurprisingly it's these same types who tend to whine the loudest over repair bills)
However many of the best in slot items for balance druids are cloth. Does that mean they don't know their class since it just happens to be better than the leather spell power gear?

I don't know what kind of guild you are in but sounds like one I'd never want to join. This is not true in my guild. People will pass on upgrades if it could benefit someone else more. This is why sweeping generalizations without any kind of evidence (I see you provided none) are bad.

priest,lock,mage cloth
and if drop leather and there is no druid or rogue OR druid or rogue doesnt want it, then shaman,hunter someone else can roll on it if its upgrade for him
its easy, so people think before write some &*!@
main spec> off spec
summary: first are rolling on main spec and ONLY (i repeat) ONLY your class armor so shaman only mail THATS ALL and if nobody wants it, then offspec can roll and in some case shaman could rool on leather thing if its upgrade for him
