I waited in line for 3 and a half hours today... so I could change the address on my driver's license... I am a monument to patience.
Did you schedule an appointment?
My DMV does not accept appointments. First come, first serve. I showed up before they opened... but not early enough I guess. Next time I'll have to wake up at 5 am after a long day of work and a sort night, get my wife and kids ready before the sun rises in order to get government services. The biggest problem was a massive amount of people there that didn't speak english trying to get thier IDs...

You have a crappy DMV.
Perhaps with a bit of... government regulation, it could become efficient like the one where Laihendi lives, and you would only have to spend 10 or 15 minutes there.

Edit: In response to your edit.... are you saying that the government needs to add another layer of buerocracy in order to regulate the government's department of motor vehicles? Then who would regulate THAT one? Perhaps if we just gave the DMV a few billion dollars the wait might go down a by a couple minutes. I love liberal logic.

Why being government run makes it a problem is that there is no room for competition. The law says I HAVE to go there, pay them my money, and that's that. If it were a private enterprise they would be out of business in a day.
They had to enter two lines into a computer, and that's it. They had one person there who spoke borken spanish doing a lousy job, because they didn't care. Who was going to fire them? The next beurocrat who didn't care?
Go to McDonalds, and speak nothing but Slovakian.... I bet you get exactly what you want, hot and fresh in under ten minutes no matter how many people crowd in front of you. They even smile at you. The lady at the DMV practiaclly bit my head off when I studdered with the address... I have a studder when I get mad.

1. There is no need for competition with the DMV. The point of a driver's license is to show that you have proven that you can safely (in most cases...) operate a vehicle, and to prevent entirely incompetent drivers from ever operating one. If the DMV was motivated by money, instead of the law, then the DMV would be doing the wrong things for the wrong reasons.
2. If you don't like how your DMV is run, that doesn't mean the government is incompetent. Laihendi's local DMV is very efficient. You schedule an appointment... you go there, when it's time for you to do whatever you needed done, then it gets done. The other day Laihendi's mom was there to get her license renewed. She got there about 15 minutes before her appointment was scheduled... and yet she only had to wait less than 5 minutes. As for that woman... you can go to any type of store and find someone with an undesirable personality. You can either blame the woman for making your experience even less enjoyable... or you can just say it's the government's fault.

The DMV provides many services, the main one being Driver's Licenses and State ID's. Now those forms of ID are accepted as a government issued ID's. Those are used to prove who you are. You can cash a check, win a jackpot in a casino, prove you're 21 and can get in the club... etc etc etc. Try doing any one of those with a FOID card. It will get you squat. Now, knowing that, think of what could happen if the DMV's are not governmentally run.
I agree that there needs to be publically recognised IDs.
