No. It's not even close. Literally not in the same ball park as far as PvE goes.
SoB/SotM procs on every swing/ability we do, while SoC is PPM-based. SoB/SotM does more damage to begin with, also. SoB/SotM also allows us to regen a ton of mana through Spiritual Attunement, since you lose health as a % of the damage you do with it. This means more mana, which means you can use more abilities, which means dps.
So, the answer is a resounding absolutely not even close.

just curious now, but that is all fine and dandy in a raid situation, but how about leveling? When you don't have a priest following you around keeping you alive.

I used SoC when leveling. Others use SoB and then heal themselves through AoW procs. SoB will kill stuff faster, SoC will allow SLIGHTLY less down-time and you won't have the danger of a mob crit killing you.
To each their own. From 70-80, either one.

Its still useful in some parts of pve, especially in heavy aoe situations. Bosses like loken...srsly dont give your healer more headache, switch to SoC.
Grobollus? err you better not use SoB when your healers are running their ass off healing and dropping poisen, last thing they want is another ret pally that takes dmg and need a heal.
Then ofc the last boss in plague quarter, i think i'd smack any ret who use SoB when facing him, healers are having enough trouble topping the raid off after 1min.
Theres also Sapph and KT, both are pretty demanding on healers and i tend to use SoC when the raid is short on healers so they dont have to worry about another target that demands heal.
You have some awful healers. That's all that needs to be said.
There is literally no encounter in the game (except for Gluth when he decimates) where a ret pally should be using SoC instead of SoB/SotM. You are crippling your dps. And the damage you take isn't so great as that you need to be focused. CoH, Chain Heal, all of these things will put you back to full health without a healer so much as needing to directly heal you.
Again, I say this: There is NO reason to not use SoB/SotM in a raid environment.

since you judge every 8 seconds, more like ~32 crit rating.
As to
green libram
's ~38 crit rating.
